ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AMENDING PART II OF THE CODE OF ORDINANCES,
AT CHAPTER 22, BUILDINGS AND BUILDING REGULATIONS,
ARTICLE XI, RESIDENTIAL CODES FOR ONE- OR TWO- FAMILY
DWELLINGS, TO CERTAIN ADDITIONS, AMENDMENTS, AND
DELETIONS THERETO; PROVIDING FOR INCLUSION; PROVIDING
FOR SEVERABILITY; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN
TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the Construction Board of Adjustment and Appeals has determined
that amendments to Section 22, Buildings and Building Regulations of the Wichita Falls
Code of Ordinances, are necessary to advance public purposes relating to the quality
of life, appearance and function of the City; and,
WHEREAS, the Construction Board of Adjustment and Appeals recommends an
amendment of the 2000 International Residential Code for One- and Two - Family
Dwellings, and,
WHEREAS, the City Council of the City of Wichita Falls concurs with the
recommendations included herein.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The existing language of Section 22 -701 of the Codes of
Ordinances is hereby amended to include the following:
"Sec. R103 Building and Code Administration Division
R103.1 There is hereby established a division to be called the building and code
administration division, and the person in charge shall be known as the building code
administrator. Any reference in this code or other code to building official shall be held
to mean the building code administrator.
Section R103.1, Creation of enforcement agency, is deleted.
Section R103.2, Appointment, is deleted.
Section R103.3, Deputies, is deleted.
SECTION R112. BOARD OF APPEALS
R112.1 General. This section shall comply with Chapter 22, Buildings and
Building Regulations, Section 22 -27, Changes, deletions and amendments, Section
112, Board of Appeals, in the Code of Ordinances, City of Wichita Falls, Texas.
Section R112.2, Limitations on authority, is deleted.
Section R112.2.1, Determination of substantial improvements in areas prone to
flooding, is deleted.
Section R112.2.2, Criteria for issuance of a variance for areas prone to flooding,
is deleted.
Section R112.3, Qualifications, is deleted.
Section R112.4, Administration, is deleted.
Section R327, Flood Resistant Construction, is deleted.

SECTION 2. It is the intention of the City Council of the City of Wichita Falls,
Texas, that the provisions of this ordinance shall become a part of the Code of
Ordinances of the City of Wichita Falls, Texas, and that sections of this ordinance may
be renumbered or relettered to accomplish such intention.
SECTION 3. That should any word, phrase, paragraph, section or portion of this
ordinance or the Code of Ordinances, as amended hereby, be held to be void or
unconstitutional, the same shall not affect the validity of the remaining portions of said
ordinance or the Code of Ordinances, as amended hereby, which shall remain in full
force and effect.
SECTION 4. The 2000 International Residential Code for One- and Two - Family
Dwellings, will be kept on file in the City Clerk's office.
SECTION 5. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
