Ord 94-85 9/3/1985PPP _ _ ORDINANCE NO. 1 ORDINANCE AMENDING SECTION 29-263, SUBSECTIONS (b) 4 AND 5 OF THE CODE OF ORDINANCES (ORDINANCE NO. 17-85) TO PROVIDE FOR CERTIFICATION OF HYDRAULIC ROLL-BACK CARRIERS; DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION A. Chapter 29, Article XI, Sections 29-263 (b) 4 and 5 of the Code of Ordinances shall be amended to read as follows: (4) Shall be equipped with a power-operated winch, winch line and boom or hydraulic roll-back carrier, with rated or tested lifting capacity of not less than eight thousand (8, 000) pounds single-line capacity. If the unit does not have an established factory-rated lifting capacity, then such capacity shall be determined by a testing procedure approved by the Chief of Police. (5) Shall carry as standard equipment the following : one yellow beacon ray light; three safety reflectors; one broom; one scoop shovel; trash con- tainers; heavy duty steel chains (not less than five-sixteenths [5/16] inch links) ; one heavy-duty tie rope (one quarter [4] inch nylon) ; one dry chemical fire extinguisher (one four [4] pound or two [2] and three-quarter [2-3/4] pound dry chemical fire extinguishers) ; universal towing sling; one four-wheel dolly (except that tandem axle wreckers or a hydraulic roll-back carrier will not have to have dollies) ; a back-up and hook-up light; one red safety towing light, and a wrecker bar. SECTION B. Due to the fact that no hydraulic roll-back carriers can be certified until this ordinance takes effect, and unnecessary delay and expense will be suffered by wrecker operators during such time makes it necessary that this amendment become effective immediately upon its passage.
