Min 10/17/2017 CITY COUNCIL MINUTES October 17, 2017 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building October 17, 2017 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen L. Santellana - Mayor Michael Smith - Councilors DeAndra Chenault - Jesse Brown - Eric West - Romeo Montez - Absent Brian Hooker - Absent Darron Leiker - City Manager Julia Vasquez - First Assistant City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Minister Darrell Brown, Faith Baptist Church, gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3 – Proclamation – Robert Seabury Day, Museum of North Texas History 8:32 AM Mayor Santellana read a proclamation establishing October 17, 2017 as Robert Seabury Day in Wichita Falls. He recognized the accomplishments of Mr. Seabury. Mayor Santellana said Mr. Seabury’s passion is amazing and he is a great example for the citizens. Mr. Seabury said he loves the city and it’s easy to do things for the city you love. - - - - - - - - Item 4 – 6e - Consent Items 8:36 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, West, and Smith Nays: None - - - - - - Item 8b – Resolution #140-2017 8:42 AM Resolution #140-2017 Resolution Authorizing the City Manager to Execute a Contract with Work Services Corporation for Services Provided by Vocationally Handicapped Persons, in a Total Amount Not to Exceed $100,100 Moved by Councilor Chenault that Resolution No. 140-2017 be passed. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, West, and Smith Nays: None - - - - - - CITY COUNCIL MINUTES October 17, 2017 Page 4 Item 8d – Resolution #142-2017 8:48 AM Resolution #142-2017 Resolution Authorizing the City Manager to Execute a Professional Services Contract with Artist Ralph Stearns to Paint a Mural on the Lake Wichita Spillway Moved by Councilor Chenault that Resolution No. 142-2017 be passed. Motion seconded by Councilor W est. Steve Garner, representing the Lake Wichita Revitalization Committee, said Mr. Stearns made a presentation to the committee. He said the proposed murals will enhance the beauty of the lake. He introduced Mr. Stearns. Ralph Stearns showed mockups of his proposed mural. He said Tom Lang had asked him about painting the murals. He noted he has nine murals in the downtown area. He said the mural would be a monument at the lake celebrating wildlife and would enhance the art culture of the city. He asked the council to find the money to fund the project as he is anxious to start before the weather gets too cold. When asked about the existing painting of the egret, Mr. Stearns said he was curious to see how the surface took the paint. He was concerne d that he would not be given permission to paint it, so he did not seek permission. However, with the media attention, he is grateful for the possibility to complete the mural. Darron Leiker said he thinks if the idea had been proposed the staff would ha ve looked at it and asked the council for approval. He said his concern is that without permission others may paint on public or private property. He also noted the city had to seek permission from the Army Corps o f Engineers for this particular property. Steve Garner said a group of people had approached the city with a crazy idea about the redevelopment of Lake Wichita, so he knows the staff was open, receptive, and encouraging to new ideas. Jim Dockery noted the agreement discusses funding. Mr. Le iker said the agreement requires the funding to be in place. He asked if the council desired to amend the contract. Steve Garner said the Lake Wichita Revitalization Committee’s funding are for the lake but they are not for this project. However, there are outside individuals interested in the mural projects. Mayor Santellana clarified that the agreement allowed Mr. Stearns to put the mural on the property but that there is not city funding available. Councilor Smith suggested that Mr. Stearns ask citizens for contributions. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, West, and Smith Nays: None - - - - - - - Item 9 – Items of Concern to Members of the City Council 9:08 AM Members of the City Council presented the following matters: CITY COUNCIL MINUTES October 17, 2017 Page 5 Councilor West invited attendance at “North Texas Rising” being performed at Wichita Theater. Councilor Brown reminded people that this week is MSU Homecoming so there are a lot of activities scheduled at the campus. He invited attendance. Mayor Santellana welcomed Saudi students from the air force training program who were in attendance. He also commented that the Lions Club had put on a food truck competition that was very successful. - - - - - - - Item 10 – Comments from the Public to Members of the City Council 9:11 AM Gene Newton, 3603 Glenwood, commented on a riot. In response to the racial concerns, a resolution was drafted. Mr. Newton read the resolution and said people need to take a stand. He said you either support one group or the other. He said there is too much hatred and scapegoating happening. There were no other comments given. Darron Leiker introduced Paul Menzies, the new Assistant City Manager, and Dana Schoening, the new Community Development Director. - - - - - - Item 11 - Adjourn There being no further business, City Council adjourned at 9:17 AM.
