Min 10/03/2017 CITY COUNCIL MINUTES October 3, 2017 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building October 3, 2017 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen L. Santellana - Mayor Michael Smith - Councilors Jesse Brown - Romeo Montez - Eric West - Brian Hooker - DeAndra Chenault - Absent Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Deacon Jim Bindel, Our Lady Queen of Peace, gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a –Employee of the Month – James Harris, Parks Department 8:32 AM Jim Dockery introduced James Harris as the Employee of the Month. Mayor Santellana presented a plaque, a letter of appreciation , restaurant voucher, and a check to Mr. Harris and thanked him for his service. - - - - - - - CITY COUNCIL MINUTES October 3, 2017 Page 2 Item 3b - Proclamation – College Financial Aid Awareness Month, Zavala/Café con Leche 8:35 AM Mayor Santellana read a proclamation establishing October 2017 as College Financial Aid Awareness Month in Wichita Falls and urged citizens to urge students to take the necessary steps to apply for college. Representatives from Zavala thanked the council for their support. - - - - - - - Item 3c - Proclamation – Mariachi Divas Day, Wichita Falls Alliance for Arts and Culture 8:39 AM Mayor Santellana read a proclamation establishing October 14, 2017 as Mariachi Divas Day in Wichita Falls. He recognized the Mexican cultural heritage in the Southwestern United States. - - - - - - - Item 4-6e- Consent Items 8:41 AM City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Mo ved by Councilor Hooker that the consent items be approved. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Hooker, West, Montez, and Smith. Nays: None Item 4 - Approval of Minutes of the September 19, 2017 Regular Meeting of the Mayor and City Council Item 5 – Resolution #133-2017 Resolution #133-2017 Resolution Authorizing the City Manager to Execute the Joint Funding Agreement for Water Resources Investigations, Number 18CMTX039000000, with the U.S. Geological Survey for $76,550.00 Item 6 - Receive Minutes Minutes of the following boards and commissions were received: (a) Downtown Development Steering Committee, August 7, 2017 (b) Planning & Zoning, August 9, 2017 (c) Wichita Falls Economic Development Corporation, August 17, 2017 (d) Wichita Falls Economic Development Corporation, August 24, 2017 (e) Wichita Falls Economic Development Corporation, September 6, 2017 - - - - - - - CITY COUNCIL MINUTES October 3, 2017 Page 3 Item 7 – Ordinance #41-2017 8:42 AM Ordinance #41-2017 Ordinance Reappointing a Substitute Judge of the Municipal Court for a Term of Two Years Moved by Councilor Hooker that Ordinance No. 41-2017 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Hooker, Montez, West, and Smith Nays: None - - - - - - Item 8a – Re solution #134-2017 8:44 AM Resolution #134-2017 Resolution Authorizing the City Manager to Apply for a Defense Economic Adjustment Assistance Grant for the Sheppard Air Force Base (SAFB) Main Gate Upgrade Project Moved by Councilor West that Resolution No. 134-2017 be passed. Motion seconded by Councilor Hooker. Norm Cochran asked how much money is being requested. He was told that the DEEAG grant is up to $5 million. Charles Barr asked if the city contributed to the last grant. He was told there was a local contribution. Mr. Barr asked how safe the fence is because it has plastic gro mmets to hold it together. Mr. Leiker said the city demolished the old motel and apartments and cleared the land. The city had no participation in the fencing project. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 8b – Resolution #135-2017 8:58 AM Resolution #135-2017 Resolution Approving the Programs and Expenditures of the Wichita Falls Economic Development Corporation (WFEDC) Budget for Fiscal Year 2017 -18 CITY COUNCIL MINUTES October 3, 2017 Page 4 Moved by Councilor Brown that Resolution No. 135-2017 be passed. Motion seconded by Councilor West and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 8c – Resolution #136-2017 9:03 AM Resolution #136-2017 Resolution Approving the Programs and Expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and Amending the Budget to Include Funding Up to $149,000 for Professional Services Provided by Freese and Nichols, Inc., for Downtown Revitalization Efforts Moved by Councilor Brown that Resolution No. 136-2017 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 9 – Items of Concern to Members of the City Council 9:13 AM Members of the City Council presented the following matters: Mayor Santellana welcomed Bobby Teague and Karen Montgomery-Gagne back to work. He said new employees would be present for the next council meeting. - - - - - - - Item 10 – Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 9:13 AM There were no comments given. - - - - - - - Item 11 – Executive Session City Council went into Executive Session at 9:14 AM in accordance with Texas Government Code §551.071. CITY COUNCIL MINUTES October 3, 2017 Page 5 City Council reconvened at 9:57 AM. Mayor Santellana announced that no polls or votes were taken during Executive Session. - - - - - - - Item 12 - Adjourn City Council adjourned at 9:57 AM.
