Approval of Minutes (6/30/17 a 9/7/17) Rick Ffateer oved seconded have Clark to r«ve both sets of minutes. The motion carried -0. 3. Financial Report Jim Dockery said the funding approved September 7 by the 413 Board($:100,000 to Overland Park Group; $195,000 to Ganache Custom Cake ; and $100,000 to the Wichita County Heritage Society for the bell House Museum) was ratified by the City Council, and these expenditures have been incorporated into the budget. . Consider approval of funding in the amount o $149,000 for professional services provided y Freese and Nichols, Inc. for downtown revitalization o efforts Mr.. Dockery said two of the 4 STC members, lick Hatcher and Dave Clark, also serve on the Downtown Development Steering Committee. He and Darron Leiker attend as staff support. That committee has been working on the best approach to take with downtown revitalization efforts. They have requested that the City put out a scope of services request to Freese and Nichols to perform specific tasks. This consulting firm was requested specifically because they are very familiar with Wichita Falls, having worked on both the Transit Oriented Development plan and the Vision 20/20 plan. The Vision 20/20 plan contains an element called the downtown master plan. Several items from: that plan have been done, but several lie outside of the City's expertise. Assist the streetscape subcommittee from the Downtown Development Steering Committee create a pedestrian friendly streetscape design. This would be the largest share of the work the firm would be asked to do; about $40,000 is allocated to this portion. In the end, Freese and Nichols would present the City a specific design plan from which the City engineers could construct the streetscape. 2. Review regulatory issues, property maintenance codes and compliance. Some cities have deviated from standard building codes used across the entire city to instead focus on codes that might be appropriate for redevelopment of older historic buildings. Freese and Nichols would also be asked to help with zoning and other development issues, so that there is not piecemeal development downtown. . educate property owners on how Public Improvement Districts (PIDs) are developed d their benefits; show examples of other cities' PIDs. Public Improvement Districts e a part of most successful downtown revitalization efforts, but it is a voluntary taxing mechanism, and requires a 1% affirmative vote for passage. Freese and Nichols anticipates spending 12 months on this prgject, consisting of 24 meetings and 12 visits. The cost for their services is $149,000. The City is asking the 4I sTc to fund this agreement. If approved, it would be placed on the October 3 Council agenda for consideration. Freese and Nichols could begin work on October 13.
