I.Call to Order and Introductions
Steve Garner called the meeting to order. Members, staff and guests introduced
themselves.
We had a special guest, Margie Carter who talked with us about Avon's "Rory the Lion"
fundraising, where this stuffed animal is sold for $20 each and half of the funds raised
are shared with the sponsored project.
II. Approval of Minutes
Due the absence of the secretary, we did not approve the minutes from the August
meeting.
III. Introduce Alex Nelson, MSU student
Alex was not present at the meeting.

IV. Ralph Stearns and Lake Wichita Spillway Mural
Ralph Steams, mural artist and USMC Veteran, addressed the Committee. He ask for
permission to paint a full scale mural on the spillway. He noted that he is ready to start
work and take advantage of the nice weather. Ralph has painted 9 murals in downtown
Wichita Falls as well as others in Archer City and Seymour.
He asked for assistance with funds for materials. Ralph has already painted several
birds and fish that would be part of the mural; this speeds completion of the project as
the details and precise colors are already determined. Ralph is willing to donate this art
to be used for fundraising for the project
Benefits to the Lake Wichita Community include the attraction and media attention from
a spectacular mural with is a monument honoring wild life.
Jim Dockery expressed concerns about funding from Lake Wichita Revitalization funds,
given funding requirements of matching grants received to date. Stephen Garner
agreed that this makes the Lake more beautiful, and would attract people to the lake,
but noted that this must be funded from outside the Lake Wichita Revitalization effort.
Jim Dockery noted that this project would need formal council action as current laws
prohibit a mural on the spillway as well as access to paint the mural. There was also
discussion about liability with a need for the City to review what is required here.
Ford made a motion to ask the City Staff to review the Spillway Mural with the City
Council and report back to the Lake Wichita Revitalization Committee.
V. Report on September 4th event at Lake Wichita Park
The committee thanked those who helped make the event a success noting
contributions by Ford Swanson in getting the event organized on a short schedule. It
was regarded as a great success and should be considered again as a future event.
VI. Report on installation of Fish Sculpture donated by Robert Seabury
Terry Paints, noted that as the statue was delivered to the City Warehouse, the Parks
Maintenance crew was between projects and was able to pour the concrete for the
display area and quickly place the sculpture. Several Committee Members thanked the
Parks Department for the quick action and noted that the Fish Sculpture was very nice
and attracted a lot of interest at the September 4th Lake Wichita Party event.
VII. Boardwalk TP&W and Kemp Blvd. Boat Ramp Grant Project.
Davis Power discussed the plan to proceed with the work to ask for proposals for the
Boardwalk and Kemp Blvd Boat Ramp Projects. We had a brief discussion about fund
raising for these projects.
Vill. Discussion on Future Grant Application
Jim Dockery expressed concern from the City Manager's office with regard to the
financial obligations, as matching funds need to be raised for grants received to date.
He asked for a delay in additional fundraising request. Tom Lang noted that several
organizations are included to fund grants if requested noting if we did not proceed, we
would miss a year of grants and lose some momentum. No action was defined.

IX. Discussion of Brick Sale Campaign.
Tom Lang provided an update on brick sales and the KAUZ PSA to help sell bricks.
X. Discussion of Fundraising Initiatives.
Texoma Gives event was a major success again for the Lake Wichita Revitalization
Committee with the "Fishing for Donations" at Parker Square. Stephen thanked those
who volunteered their time to staff the donation exhibit, as well as thanking Larry's
Marina who provided a pontoon boat to display.
Ford Swanson noted that the Smoker Trailer raffle continues and that the ticket prices
have been cut to $50 to get the tickets sold so the raffle can be concluded.
Ford noted that the water bill inserts are in process.
