Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2 – Invocation and Pledge of Allegiance
Minister Ken Holsberry, Edgemere Church of Christ , gave the invocation. Mayor
Santellana led the Pledge of Allegiance.

Item 3a – Proclamation – WALK TO END Alzheimer’s Day, Alzheimer’s Association

Mayor Santellana read a proclamation establishing September 23, 2017 as the Walk to
End Alzheimer’s Day in Wichita Falls. Patty Taylor thanked everyone and invited attendance at
their walk.

Item 3b – Proclamation – Hunger Action Month, Wichita Falls Area Food Bank

Mayor Santellana read a proclamation establishing September 2017 as Hunger Action
Month in Wichita Falls. He asked the citizens to join in the fight to end hunger. Kara Nickens
asked citizens to get involved in the fight to end hunger.

Item 4 – 5 - Consent Items

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.

Item 4 - Approval of Minutes of the September 5, 2017 Regular Meeting and the
September 12, 2017 Special Meeting of the Mayor and City Council
Item 5 - Receive Minutes

Item 6 – Public Hearing on the 2017-2018 Preliminary Budget
Mayor Santellana opened the public hearing at 8:37 AM.
Jim Dockery explained this is a required public hearing prior to adopting the annual fiscal
budget for 2017-2018. He reviewed the budget process and highlighted changes in the budget.
Councilor Brown said citizens have voiced opinions about allocations to outside
agencies. As a member of the committee that makes those allocations, he did not know what
the allocations to Spectra would be. He said he would like to increase that allocation by $5,000.
Mr. Dockery said the hotel/motel funds have been fully allocated. To increase the amount, it
would increase the MPEC subsidy. Mr. Dockery said it would require an adjust ment to the
budgeted sales tax revenue or a cut from another line in the general fund. Mr. Leiker agreed
and said the council could make the change. Councilor Brown asked if a change could be
made later in the year and was told the budget could be amende d. Mayor Santellana
expressed concern about the late timing for the request.
Councilor Montez said the advice to wait is excellent.

Councilor West said he is happy to see the $97,000 adjustment for Spectra. Mr.
Dockery said most of it is due to the electric rates that will go into effect in January. They have
also made adjustments to their staffing level.
Samuel Pak, 2918 Kyle Cove, thanked the council for the allocations to the Arts Alliance.
He said he would appreciate consideration for additional allocations throughout the year. He
said there are 21 organizations represented by the alliance. Mr. Dockery said the city contracts
with the Arts Alliance to administer the hotel/motel allocation that the city provides. Their
requests are prioritized and reviewed by the Outside Agency committee of the council. He said
the city provided $82,000 this year. Margie Rees said this is the second year of the agreement
with the city. It is clear Wichita Falls has a vibrant arts community. She said they must be able
to show the city the value of the arts organizations. Councilor Montez said the city is in
agreement with increasing the arts programs and thought the council was favorable to the Arts
Alliance during the budget process.
There were no other comments and the public hearing was closed at 9:01 AM.

Ordinance Levying, Assessing, and Fixing the Tax Rate for the Use and Support of the
Wichita Falls Municipal Government and Providing for the Interest and Sinking Fund for
the 2017-18 Fiscal Year; and Declaring an Emergency
Moved by Councilor Smith that the property tax rate be increased by the adoption of a
tax rate of $0.70598, which is effectively a 0.97 percent increase in the tax rate (Ordinance #37 -
2017).

Ordinance Adopting the Five Year Capital Improvement Plan for the Fiscal Year
Beginning October 1, 2017 and Ending September 30, 2022
Moved by Councilor West to approve Ordinance No. 38-2017.
Motion seconded by Councilor Chenault.
Jim Dockery listed some of the unfunded items such as completion of the Circle Trail
and associated trail spurs, improvements at Lake Wichita, Lake Kickapoo pump station,
rehabilitation of the Cypress water plant, street and road improvements, and MPEC
improvements.

Andy Lee said they have been working on this project for over a year. He said this is
expected to be a 15-month project.

Delores Culley said they expect additional THC and tax credits to help with their fund
raising and it will take until the middle of the year before they expect to meet their $750,000
matching funds. She said she is excited to see these historic structure projects downtown.

Moved by Councilor Chenault that Resolution No. 131-2017 be passed.
Motion seconded by Councilor Brown.
Samuel Pak, 2918 Kyle Cove, said they based numbers for the project on occupancy.
They also wanted a family friendly business. The need for a grocery store can be reassessed in
the future.

Beverly Ellis, 1605 Parkdale, said that the property on Lamar is a good development
downtown. She said she is disappointed the grocery store will not be coming downtown at this
time. She thanked the council for their work on the budget.

Councilor West expressed appreciation and excitement for the many different downtown
items that are happening. He thanked the entrepreneurs for taking a risk in the downtown area.
Mayor Santellana said Councilor West will be appearing in a play at Wichita Theater.
Councilor West said he is the narrator. Mayor Santellana also noted the budget is a lengthy project.
He said this is two years in a row the council did not raise taxes. Mayor Santellana also said he
attended a gathering for an injured MSU player and asked for continued prayers for him. Mayor
Santellana also said he is debating a big town hall meeting or whether to do the town hall meeting by
district to talk to citizens.

City Council went into Executive Session at 10:19 AM in accordance with Texas
