Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.
Glenn Barham - Mayor

Mayor Barham called the meeting to order.
Item 2a
Perfecto Sevilla, Chaplain of Disabled American Veterans (DAV), Chapter 41, gave the
invocation.
Item 2b
Disabled American Veterans, Chapter 41, led in the Pledge of Allegiance.
Item 3a
Mayor proclaimed November 2011 as "National Home Health Care Month in
Wichita Falls". Three representatives from the Home Health Care profession accepted
the proclamation.
Item 3b
Mayor proclaimed November 11, 2011 as "City Employee Veterans Recognition
Day", and encouraged everyone to recognize the contributions these veterans have
made to our Country and community.
Item 3c
Mayor recognized Mr. Derek Brown, Information Systems, Network Coordinator
for Public Safety, as Employee of the Month for November 2011. Mayor presented Mr.
Brown with a plaque, a letter of appreciation, restaurant tickets, and a check.

Item 4
Mike Freeman, 1514 Rita Lane, Iowa Park, Texas, commented that the wrecker
inspections were very thorough and it was a job well done. He commended Chief
Bachman, John Burrus and Jeff Badder for the great job they did.
Item 5
Minutes of the October 18, 2011 Council meeting were approved as distributed.
Items 6-7c
City Manager gave a briefing on the items listed under the Consent Agenda.

Projects At Kickapoo Downtown Airport And Appropriating Said Funds And The
City's Match Of$50,000 Into The Special Revenue Fund

Resolution Endorsing An Application To The Wichita Falls 4B Sales Tax
Corporation For A $116,000 Expenditure For Replacement Of A Trolley Bus

Item 10a
Lindsey Greer, Convention Visitors Bureau Director, presented a report on the
formation of a Sports Alliance. Council was in agreement to proceed with a Sports Alliance.

Item 10b
Council members brought up the following matters.
Councilor Roberts-Burns
a) Thanked Jim Dockery for his help with a retiree health insurance matter.
Councilor Ingle
a) Asked for an update on the bus-stop shelter schedule. Mr. Burrus informed that it
was still a work in progress and he was working with Midwestern State University.
b) Complaints regarding speeding issue in Tanglewood and in Canyon Trails; that
stop sign is becoming a bad intersection. City Manager stated that we will have
police presence there. Police Chief will send officers to patrol; this is an ongoing
situation. When officers are there, the speeding stops but when they leave,
speeding resumes.
c) Attended the 28 year retirement ceremony for his friend and former boss Jeff, a
retired Air Force Lt Colonel, who had just returned from Afghanistan. Jeff spoke
about integrity, service before self, and excellence in all we do; it is such an Air
Force core values embodiment. Refreshing to hear that again and be reminded of
what is important; making sure you are taking care of others before self.
d) Mentioned an issue he experienced regarding lack of respect by students wasting
water at a gas station. He challenged them and they laughed and cursed him.
Where is the respect; because that day prior 13 guys died in Afghanistan serving
our Country. It made him think of Jeff's retirement and service before self,
excellence. Sometimes you want to correct kids and he encouraged everyone to
continue doing it because if we do not set standards of excellence no one knows
what to shoot for.
e) Asked about creating a new category for Light General Commercial Zoning that
would remove particular items like bars, strip club type establishments. A category
allowing a little flexibility in certain areas with input from perspective person and/or
business owner. Staff will look into that and report back.
f) Mayor's Town Hall Meeting in District 4 at Fowler Elementary November 10;
everyone invited.
Councilor Hatcher
a) Thanked everyone for the birthday wishes
b) Asked if it was more costly to move the signal box windmill cover from Lawrence
Road/Maplewood intersection to Rhea Road/Call Field intersection. Mr. Burrus
informed that the cost would be pretty much the same; he will look into that.
c) Was very much in favor of the Sports Alliance, great idea.
Councilor Smith
a) Resuscitation Mask for Animals Project continues; still accepting any and all
donations.
b) Dumpster diving is illegal.
c) 126 Pembroke— problem with a water issue; discoloration and salty taste. Public
Works will look into that.
d) Thanked Brigadier General Darryl Burke and his staff for last month's air show.
The Jenny was a hit; it flies every first Saturday of the month.
e) Water levels at 46.2%; still at Level 1.
f) In favor of Sports Alliance.

a) Great integrity on the Council
Councilor Pope
a) Thanked everyone for the Health Fair; great information
b) Thanked all our Veterans; support the parade this Saturday, November 11.
Freedom is not free.
Mayor Barham
a) Kudos on the Sports Alliance.
b) Rider Band is going to London for their New Year's Day parade; he encouraged
everyone to take part in helping these kids so they will be able to go— donate.

City Council went into Executive Session at 10:00 a.m. in accordance with Texas
Government Code 551.072
City Council reconvened at 10:14 a.m.
Mayor announced that no polls or votes were taken during Executive Session.

interests due to the fact that deliberation in an open meeting would have a
detrimental effect on the position of the City in negotiations with a third
