Min 09/12/2017 CITY COUNCIL MINUTES September 12, 2017 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building September 12, 2017 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in special session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen L. Santellana - Mayor Michael Smith - Councilors DeAndra Chenault - Jesse Brown - Romeo Montez - Eric West - Brian Hooker - Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Councilor Smith gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3 – Public Hearing on Proposed Property Tax Rate for the 2017 -2018 Fiscal Year 8:34 AM Jim Dockery noted this is the second public hearing on the tax rate. He said the tax rate is the same rate as is currently in effect, but it will generate additional revenue due to growth. The public hearing was opened at 8:36 a.m. Mayor Santellana asked Mr. Dockery to explain how the effective tax rate is calculated. Mr. Dockery explained the process. There were no other comments and the public hearing was closed at 8:38 a.m. - - - - - - - - CITY COUNCIL MINUTES September 12, 2017 Page 2 Item 4 – Resolution #123-2017 8:39 AM Resolution #123-2017 Resolution Authorizing the City of Wichita Falls to Assume Access Related Risk Associated with the Construction of a Section of Shared Use Pathway Located along the Railroad Easement Running from Seymour Highway to Barnett Road using Transportation Alternatives Set-Aside Program Funds Provided through the Texas Department of Transportation Moved by Councilor Chenault that Resolution No. 123-2017 be passed. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 5 – Items of Concern to Members of the City Council 8:46 AM Members of the City Council presented the following matters: Councilor Brown thanked Russell Schreiber for work his department has done in District 4. Councilor Smith reminded everyone that there are several taxing entities in the area and that some people don’t realize the difference between them. The county is raising their tax rate; the city is not. Councilor Montez gave kudos to the emergency staff that gave support during the recent hurricane. Mayor Santellana noted that the election filing period has ended. Mitesh Desai will be the new councilor from District 5. - - - - - - - Item 6 – Comments from the Public to Members of the City Council 8:48 AM There were no comments from the public. - - - - - - Item 7 – Executive Session City Council went into Executive Session at 8:49 in accordance with Texas Government Code §551.074.
