Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2 – Invocation and Pledge of Allegiance
Reverend Dale Snyder, Redeemer Lutheran Church, gave the invocation. Mayor
Santellana led the Pledge of Allegiance.

Item 3 –Employee of the Month – Noelle Garcia, Fire Department
8:34 a.m.
Chief Reese introduced Noelle Garcia as the Employee of the Month. Mayor Santellana
presented a plaque, a letter of appreciation, restaurant voucher, and a check to Ms. Garcia and
thanked her for her service.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.

Item 6a – Public Hearing on the Proposed Property Tax Rate for the 2017 -18 Fiscal Year
8:39 a.m.
The public hearing was opened at 8:39 a.m.
Jim Dockery presented the information discussed by the Council. This is the first public
hearing about the budget for the coming fiscal year. Due to modest growth in community, the
tax base grew, so tax rate has dropped slightly. A special meeting will be held for a second
public hearing regarding the tax rate.
There were no further comments and the public hearing was closed at 8:42 a.m.

Item 6b – Public Hearing Regarding the Rezoning of 12.77 Acres out of Blocks 12 & 13,
League 2, Denton County School Land, Abstract No. 57, Trophy Park Subdivision
(Section 4), from Single Family-1 (SF-1) Residential to Single Family-2 (SF-2) Residential
The public hearing was opened at 8:42 a.m.
Item entered into record by Jim Dockery for Karen Gagne. Rezoning needs to be
approved in order for development to occur.

Ordinance Amending the Code of Ordinances of the City of Wichita Falls, Texas Chapter
94, Streets, Sidewalks, and Other Public Places, Article II, Construction, Alteration and
Repair of Streets, Sidewalks, Curbs, Driveways and Article III, Excavation, by
Replacement of Article III, Excavation with Article III, Use of Public Right-of-Way;
Providing for All Construction Permitting in the City Right-of-Way
Moved by Councilor Chenault that Ordinance No. 35-2017 be passed.
Motion seconded by Councilor Brown.
Councilor Hooker made a motion to amend the ordinance to remove “and only a single
network node shall be allowed per pole” from Section 94 -268 (f).

Resolution Approving the Programs and Expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and Amending the Budget to Include up to $168,750
for Chantex Manufacturing Inc., to Purchase Equipment Needed to Expand Oper ations
for the Fabrication and Assembly of the Closure Head to Highly Pressured Vessels
Moved by Councilor Smith that Resolution No. 116-2017 be passed.
Motion seconded by Councilor Brown.
Josh and Ray Roberts, 473 Wellington Ln, answered questions f rom the Council about
Chantex Manufacturing and what the company does.

Resolution Authorizing Award of Bid to CDW Government LLC in the Amount of $104,751
for the Replacement of Network Switches Located in Memorial Auditorium and Municipal
Court. This Amount Includes Necessary Fiber Modules and a Year of SMARTnet
Maintenance

Resolution #119-2017
Resolution Authorizing the City Manager to Award Contract for the 2017 Lift
Station 34 & 37 Rehabilitation Project in the Amount of $339,000.00
Moved by Councilor Hooker that Resolution No. 119-2017 be passed.
Motion seconded by Councilor Brown
Two contractors came in with identical bids. State Law does not allow for preferential
awarding of the bid to the local contractor; therefore, a coin toss is typically suggested in these
situations. Mayor Santellana performed the coin toss using a quarter. Heads was assigned to
Bowles Construction, and tails to M.H. Civil Construction. The coin landed on the floor, on tails,
verified by both Mayor Santellana and Jim Dockery. The award goes to M.H. Civil Construction,
Inc.
Councilor Hooker made a motion to amend Resolution 119-2017 to read M.H. Civil
Construction, Inc. out of Amarillo.
Motion carried by the following vote:

Transportation

Item 9 – Items of Concern to Members of the City Council
9:27 a.m.
Councilor Chenault thanked everyone for coming to the meeting.
Councilor Smith spoke about how much Wichita Falls has done to assist with the needs
created by Hurricane Harvey. Councilor Smith invited Chief Reese to speak about what the WFFD
has done. Chief Reese discussed the 40 fire fighters sent to the areas affected by Hurricane Harvey,
as well as the different teams that have gone down to help. Two strike teams from Wichita Falls are
credited with over 500 water rescues. The strike teams will return home Friday but the Incident
Management teams will remain for the duration of their 21 day deployments. Councilor Smith
thanked the fire department for what they’ve done.
Mayor Santellana wished Councilor Chenault a happy birthday and requested prayers for Karen
Gagne during her recovery from an accident during Hotter ‘N’ Hell.

Item 10 – Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.
9:32 a.m.
Delores Culely of the Wichita County Heritage Society spoke about the Kell House
Capital Campaign Fundraiser. She discussed what the Kell House Museum contains and the
impact that visitation to the museum has on the community. Members of the City Council were
given packets containing information and save the dates for an event to be held at the Kell
House as part of the fundraiser. The goal is to fully restore the Kell House and the Heritage
Society would like the Council’s support.
