Mr. Jimmy Cheathea_, 9299 Rrn_8d Street, asked if there was anv information that could be
pr^_uided regarding the proposed communications tower at 9212 Broad Street that had beer'
removed from the meeting's agenda. Mr. Matt Prouty Stated staff had opt yet received a height
obstruction analysis from Sheppard Air Force Base. He Stated that depending on the reculta =f
the report, the case could either gn before the Airport B_ -rd of AdjuetmeQte followed by the
Planning and Zoning Cem—mic-cio_, nr, if _hetrur•ti_ne ore identified, the case would come

Village Subdivision from this month's Consent Agenda. Ms. Krystal Jamea intrudoced a
motion to approve the c-vn3Ent agenda of the Aaguat 9, 2017 meeting. Mr. Barney Brock
seconded the motion. The consent agenda, with Me exclusion of the North Village
Subdivision plat; was approved vvith a mamimm33 veto.

Chairperson Martin opened the public hearing curlcerning the retuning of 12.77 acres or
land, BlocR 12 & 13, L-Uagaa 2, Denton County School Lans, from Single -Family 1
Rtaidumbai (SF -1) to Single -Family 2 ResiQential (SF -2). He upan�d the meeting to

Ms. Bethany Tilley, 4802 Heisman Drive, asked if the builder was considering zero lot
line or duplex Mousing. Shw- also a3ked if these ores would require standard permits ur
if they .,,cold be categorized as a conditional use. Mr. Matt Prouty stated that the
proposed rezone was connected to the rScent anneAat;un of the land in question, which
was tied to a preliminary master plan fur the area. He states that the purpu3e of the
current rezone was to have the recently annexed land confurm with the current zoning of

for the dizvViopment.
Mr. Prouty stated that in order to 4on5truct zero lot line houses in the area being
rezoned, the land would have to be replattud and them would be additional sreps
involves that would require further approval by the Planning & coning Commission. He

traffic that already uAWEd on Oakmont Drive due to its convenient mccu35 to Gregg
Road. He eApressed concern teat more development wuuld result in even more traffic,
and askes now many morw homes we! a play ined for the area. Chairperaun Martin
stated it appeared as though the extension of Oakmont Drive .vculd be ending in a cal-
de-5au. thus limiting the amount of additional traffic to the street. Mr. Lemoins asked if
Trophy Park Lane would be opening up. Mrs. Karen Gagne stated that the extension of
Trophy Park Lane would be part of another 3aut;on of the development.
Mr. Lei i joins asked if traffic flow was considered .vhen appuoving plans for sabdivisions.
Mrs. Gagne stated that traffic flow was given a great deal of consideration by staff vvhen
rev11.ving the ovierall design plans for a sevelopment. She stated that doe to the rate of
growth in the city; it could take appruAimately 20 years before the entire development
was oomplet�d. She Stated the carrent state of the devulupment was in accordance
with the City's Sabsivision and DUvElopment Regulations beuaase there were multiple
points of entry and FAit included in the subdivision. Mr. Lemuina stated that Oakmont
Drive was the most accessible way in and cut of the subdivision, and that people would
continue to use that route until another street was connected.
Chairperson Martin asked if thea was anyone else who wishes to speak at the public

developed land and fall in line with the approved pr_iimignry mar -ter ping.
Mr. Prouty explaiced that the primary difference between Single -Family 1 and Single-
�=mily !2 -_ming districts wac that Siegle -Family 1 Toning is rharacteri7ed by larger lot
sizes. He stated t"_at dupl_ys- -ad other limited multi -family dwelliogc were allowed in
both zoning districts only with a cmdifi^_r" I UCe permit, which would trigger the
notification process and a hearing before the Planning & 7 --ming r—'e%mmiesi^_-. He Mated
that zero lot line homes would not require a conditional use permit, but they would t,a
contingent upon_ a replat of the laud, which would also trigger the notification process
