Ordinance Amending Divisions 2 And 3 Of Article VIII Of Chapter 48
Of The Code Of Ordinances Of The City Of Wichita Falls To
Redesignate Fees In Sections 48 -90 Through 48 -94 And Modify
Vacuum Truck, Grease Trap Permit, And Late Fees, Moving Grease
Trap Permit Fees From Chapter 106 Of The Code To The Fee
Chapter, And Providing For Codification
WHEREAS, the City Council approved Ordinance No. 54 -2011 on September 20,
2011, modifying various fees and rates to generate revenue to finance the operations
and improvements of the City for the ensuing fiscal year;
WHEREAS, amendments made to Division 1, Article VIII of Chapter 48 resulted
in encroachment on previously numbered sections in Divisions 2 and 3, and the
purpose of this ordinance is to renumber the sections in Divisions 2 and 3 to ensure that
those sections are codified with whole numbers; and
WHEREAS, the City Council finds that the fees established herein are not more
than an amount that reasonably compensates the City for the cost of administering each
program to which the fees are attached.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. Health Department Divisions 2 & 3
Divisions 2 and 3 of Article VIII of Chapter 48 of the Code of Ordinances of the
City of Wichita Falls are amended to read as follows:
Division 2. Laboratory Division Fees.
Sec. 48 -90. Laboratory Fees
(a) Water Testing Fees:
Total Coliform Water Testing: $15.00
Fecal Coliform Water Testing: $20.00
(b) Fees for clinic and medically related services may be set by the City
Manager.
Sec. 48 -91. Permit fees.
(a) Industrial Wastewater Discharge Permit Fees. (Charged pursuant to Chapter
106, Article VII, Regulations for Disposal of Industrial Waste):

(1) Grease Trap Permit: $25 for every month expired
(2) Vacuum Truck Permit: $25 for every month expired
(3) Industrial Wastewater permit: 5% of Permit Fee
(e) The rates in this section are for a permit issued for a period of one year. The
control authority may prorate the amounts for permits with shorter durations, or,
for initial permits only, may increase the amounts by the appropriate factor for a
slightly longer period.

There shall be charged the following fees for licenses, permits, and services by the
Wichita Falls/Wichita County Local Public Health District:

(g) Animal surrender fee payable by owner:
(1) Single animal: $25.00.
(2) Animal with litter of three or less: $30.00.
(3) Animal with litter of four or more: $40.00.
(h) Owner - requested euthanasia fee:
(1) Animal weighing less than 20 Ibs: $20.00.
(2) Animal weighing between 20 Ibs and 50 Ibs: $30.00.
(3) Animal weighing over 50 Ibs: $40.00.
(i) Deceased animal removal fee:
(1) Animal weighing 50 Ibs or less: $12.00.
(2) Animal weighing greater than 50 Ibs: $15.00.
(j) Trap deposit:
(1) Small trap: $27.00.
(2) Large trap: $110.00.
(k) Miscellaneous fees:
(1) Duplicate city tag: $7.00.
(2) Microchipping: $15.00.
(3) Microchipping with purchase of a city license: $8.00.
(4) Rabies voucher: $12.00.
(5) Rabies specimen shipping: $35.00.
(6) Reapplication: $17.00.
(7) The health district is hereby authorized to pass along the cost of
any veterinary services incurred for the care of an animal to that
animal's owner, possessor, or harborer.

3. Grease Trap Permit Fee Provision moved to Chapter 48
Section 106 -1025 of the Code of Ordinances of the City of Wichita Falls are
amended to read as follows:
Sec. 106 -1025. - Grease trap permit expiration fees.

slightly longer period. Unless otherwise designated on the permit, all permits issued will
expire on the same date as the establishment's food permit, issued by the Wichita Falls -
Wichita County Public Health District's Environmental Health Division. If the grease
generator does not possess a food permit, the permit will expire on a date determined
by the control authority, but under no circumstances will a grease generator permit be
issued for a period to exceed one year.
4. Codification
The sections of this ordinance that specify they amend or add to the Code of
Ordinances of the City of Wichita Falls are intended to be parts of said Code, and said
sections of this ordinance may be renumbered or relettered to accomplish such
intention.
