ORDINANCE MAKING AN APPROPRIATION FROM THE TAX
INCREMENT FINANCING (TIF) ZONE #1 FUND IN THE AMOUNT NOT
TO EXCEED $100,000.00 TO DEVELOP A DOWNTOWN PLAN FOR
WICHITA FALLS; FINDING AND DETERMINING THAT THE MEETING
AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City Council of the City of Wichita Falls finds there is a need to support
economic development and revitalization in the City and adopted Tax Increment Financing
Zone #1 in 1986; and,
WHEREAS, the proposed project is consistent with the Project Plan for the
Reinvestment Zone #1; and,
WHEREAS, the Tax Increment Financing Board of Directors voted at a meeting held on
February 28, 2007 to recommend funding the proposed Downtown Plan to the City Council.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. The preamble stated above is made part of this ordinance.
SECTION 2. TIF Reinvestment Zone #1 funds in an amount not to exceed $100,000.00
are to be appropriated for the development of a Downtown Plan utilizing consultant services
and staff time.
SECTION 3. This commitment shall be in force for a period of twelve (12) months after
the effective date of this ordinance.
SECTION 4. It is hereby officially found and determined that the meeting at which this
ordinance was passed was open to the public as required by law.

SCOPE OF SERVICES
❖ Assess Downtown Conditions & Accomplishments
Define what constitutes `downtown' Wichita Falls
Utilize a public involvement strategy to engage the community's `stake' in the future
of downtown
Assess zoning & developmental policies and ordinances for the downtown core
(CBD)
Building Code as it applies to the renovation of older buitdings.
❖ Economic Revitalization
Develop Economic Plan for downtown
Determine potential for daytime sales, day population, and tourism factors.
Research & consider formation of a Business Improvement District (BID) or new
TIF.
Review potential and benefit for creating a Community Development Corporation
(CDC)
Consider opportunities/potential incentives to attract businesses into downtown
❖ Downtown Image
Establish a plan for powntown that mav include physical changes that are visionary,
but consider economic feasibility realities
Develop a marketing strategy
Coordinate with Downtown Wichita Falls Development Inc. (DWFD) to conduct
meetings with downtown property owners, agencies & companies for input on a
common theme for downtown
Enhance design features in the commercial sector
Research & consider potential for downtown `theme' districts (i.e. Depot area,
antique strip, convention center, gallery/art area, loft/residential area, etc.), heritage
tourism factor.
Consider impact of seasonal promotions/festivals (ie chili-cookoffs, art shows,
parades, music festivals)
Consider a visual relationship to Multi Purpose Events Center (MPEC) (coliseum
and convention center)
❖ Circulation 8� Pedestrians
Marketing concentration to develop pedestrian character
Consider traffic circulation.
Review & consider `linkages' & patterns to create and connect activity nodes
Review parking issues to recommend any needed changes
❖ Urban Design/Infrastructure
Formulate a physical plan for the downtown area

Review potential for physical changes to enhance the downtown experience to
encourage additional private investment, accommodate activities, and generate a
pedestrian environment.
Develop conceptual renderings sufficient to demonstrate the proposed physical
image
Consider potential for Farmer's Market Building and development recommendations.
Consider recommendations for potential City Hall move.
❖ Project Participants
The Consultant's primary contact with the City will be with the Project Manager, who
will act as the representative of the City. The Consultant will work with the City,
downtown property owners and tenants, representatives of the Wichita Falls
Downtown Development (DWFD) Corporation, and others to complete the task of
the development of a supported plan.
❖ Implementation Strategy
Develop an implementation and capitalization strategy, identify responsibilities,
establish a time frame, milestones, and longer term management strategy.
