ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, ACCEPTING GRANT FUNDS FROM THE U.S.
DEPARTMENT OF HOMELAND SECURITY, OFFICE OF DOMESTIC
PROGRAM FOR THE 2006 HOMELAND SECURITY GRANT AND
MAKING BUDGETARY APPROPRIATIONS IN THE SPECIAL REVENUE
FUND OF THE CITY; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN
TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City has been notified that it has been awarded a total of
$106,481.81 for the 2006 State Homeland Security Program and Law Enforcement
Terrorism Prevention Program; and
WHEREAS, $77,094.81 of the total grant has been identified as the Law
Enforcement Terrorism Prevention Program, and is to be used to support of anti-
terrorism activities by the Police Department as approved by the Governor's Division of
Emergency Management; and
WHEREAS, $29,387.00 of the total grant has been identified as the State
Homeland Security Program, and is to be used to support upgrading the Emergency
Operations Center of the City of Wichita Falls and to provide additional communications
capabilities for the Fire Department and the Emergency Management Office.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The City hereby accepts the 2006 State Homeland Security
Program and Law Enforcement Terrorism Prevention Program in the amount of
$106,481.81 and appropriates said amount in the Special Revenue Fund of the City to
account for these expenditures.
SECTION 2. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.

ORDINANCE CLOSING, ABANDONING, AND VACATING AN UN-USED
PORTION OF DITTO LANE BETWEEN RATHGEBER ROAD AND OLD
JACKSBORO HIGHWAY WHICH IS APPROXIMATELY 25,520 SQUARE FEET,
AS INDICATED ON THE ATTACHED PLAT MAP ENTITLED ATTACHMENT "A"
AND ATTACHMENT "B"; FINDING AND DETERMINING THAT THE MEETING
AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW.
WHEREAS, The owners of the property immediately adjacent to the un-used
portion of Ditto Lane, Wichita Falls, Texas have requested the City close, abandon, and
vacate this portion; and
WHEREAS, all affected City departments and affected utility companies have
been contacted and have approved or conditionally approved this closure with the filing
of an approved re-plat; and
WHEREAS, the City Council of the City of Wichita Falls, Texas, deems it
reasonable and in the publics best interest to close, abandon, and vacate this portion of
Ditto Lane hereinafter described, subject to application being made and a final re-plat
submitted to the City within six (6) months of the date of this ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The street called Ditto Lane, the un-used portion is hereby closed,
abandoned, and vacated as indicated on the final plat Attachment "A" and Attachment
«
SECTION 2. In consideration of the receipt of Eleven Thousand Two Hundred
Eighty Dollars ($11,280.00) for the value of the street to be closed and Eight Hundred
Dollars ($800.00) for the cost of the appraisal, this ordinance shall authorize the City
Manager to execute a quitclaim deed for the City's interest in the property. The deed
shall be executed conditioned upon the property owner's filing an approved re-plat of
the property in the records of the Wichita County Clerk. This filing shall occur within six
(6) months of the date of approval of this ordinance.
SECTION 3. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
