ORDINANCE AUTHORIZING A TAXICAB FRANCHISE TO TEXHOMA
TRANSPORTATION, INC., DBA SKYLARK TAXI; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City has received an application from Texhoma Transportation,
Inc., dba Skylark Taxi for a franchise for sixteen taxicabs to operate within the city limits
of Wichita Falls; and
WHEREAS, the application submitted meets the requirements as set forth in
Chapter 110 of the Code of Ordinances regulating Vehicles for Hire; and
WHEREAS, a public hearing was held to receive comments regarding the
granting of such franchise.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. After conducting a public hearing, reviewing the application and
supporting documents filed by the applicant, and the investigation performed by the
Director of Aviation, Traffic and Transportation, the Wichita Falls City Council finds and
determines:
(a) Public convenience and necessity exists to issue a taxicab
franchise to Texhoma Transportation, Inc., dba Skylark Taxi, for
the operation of sixteen (16) taxicabs in the city.
(b) The applicant is financially fit to conduct a taxicab service in the
City of Wichita Falls.
SECTION 2. A franchise for a taxicab service to operate 16 taxicabs within the
city limits of the City of Wichita Falls is hereby authorized to Texhoma Transportation,
Inc., dba Skylark Taxi, as provided for in Chapter 110 of the Code of Ordinances.
SECTION 3. This franchise shall expire on April 17, 2012.

SECTION 4. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
