AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS ORDERING AND GIVING NOTICE OF A RUNOFF
ELECTION, PROVIDING FOR A RUNOFF ELECTION TO BE HELD
JUNE 16, 2007; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
WHEREAS, the City Council of the City of Wichita Falls, Texas called an election
for City Officers to be held in the City on May 12, 2007, to elect a Councilor at Large, a
Councilor District 1, and a Councilor District 2; and
WHEREAS, the election results were canvassed by the City Council and no one
candidate received a majority of all votes cast for the office of Councilor at Large; and
WHEREAS, Section 21 of the City Charter provides that a runoff election must be
called for the purpose of determining the election between the two candidates who
received the highest and second highest number of votes.
WHEREAS, in the Councilor at Large election, Jim Ginnings received 47.92% of
the votes cast, Glenn Barham received 37.54% of the votes cast, and Harold Hawkins
received 14.53% of the votes cast in the May 12, 2007 Municipal Election; and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. A Runoff Election is hereby ordered to be held June 16, 2007 for
the purpose of resolving the election for Councilor at Large between Jim Ginninqs and
Glenn Barham.
SECTION 2. Early Voting by personal appearance for the June 16, 2007 Runoff
Election will be conducted at the Memorial Auditorium, 1300 7 Street, beginning on
Wednesday May 30, 2007 and continuing through Tuesday June 12, 2007, during the
hours set out below:
May 30 - June 1(Wednesday - Friday) 8:00 a.m. to 5:00 p.m.
June 4- 8(Monday-Friday) 8:00 a.m. to 5:00 p.m.
June 11-12 (Monday-Tuesday) 7:00 a.m. to 7:00 p.m.
SECTION 3. Applications for early voting ballot by mail shall be mailed to: Mrs.
Lydia Ozuna, Early Voting Clerk, P.O. Box 1431, Wichita Falls, Texas 76307 to be
received no later than the close of business on June 8, 2007.
SECTION 4. Polling locations where qualified voters may cast ballots for the
Runoff Election are as shown in Exhibit "A" attached hereto and made part hereof for all
purposes. The polling locations shall be open from 7:00 a.m. to 7:00 p.m. the date of
the election.
SECTION 5. It is hereby officially found and determined that the meeting at
which this Ordinance was passed was open to the public as required by law.
