June 13, 2017

I. Call to Order and Introductions
Steve Garner called the meeting to order. Members, staff and guests introduced
themselves.
II. Approval of Minutes
There was no quorum in May, so no official business was conducted and there are no
minutes.
Penny Miller moved and Ford Swanson seconded a motion that the April meeting
minutes be approved. The motion passed.
III. 404 Permit
Marcus Ware, Corps of Engineers, reported to Steve Garner that the permit was in his
chief's office for final review. By the end of the week, the package should be at TCEQ,
where there will be a final 10-day public comment period. This is the final hurdle. Tom
Lang indicated TCEQ has already reviewed, so they should approve.
IV. Fundraising
Steve Garner reported that so far 39 orders have been confirmed online. It appears the
have been 3 orders through the Community Foundation. A flyer is out in the paper this
week. There will be another on Father's Day and on July 3. Approximately $2500-
$3000 in profit so far.

Steve Garner is working toward having the new car dealers program again in
September. He should know for sure in July. We raised nearly $30,000 in this effort last
year. He is trying to get brick sale flyers at the dealerships.
Texoma Gives is coming up again in September. We will not be doing donuts this year.
On Thursday at 6PM at the Lake Wichita Park pavilion, the Runners Club will donate
$3000 from the Dam Run. Committee members are welcome to come. Tom Lang said
the Runners Club has donated $7500 over 3 years, putting them in the Exceptional
level of donors.
Scott Brooks, Quik Copy, donated $500 in printing, which we have used. Now he is
charging just half price.
Hudson Blueprint has done all of our renderings for free.
Tom Lang stated that Amber Schactner who owns The Yard is willing to put together an
event for us any time.
The Arconia Foundation asked us to submit a final application. We turned in a request
for $20,000 for the boat ramp, which can be used against the $26,000 we need for
matching funds for this TPWD grant.
We did not receive the TPWD boat ramp grants this year. We can resubmit August 1.
The rationale is that we aren't moving forward with the Kemp boat ramp.
V. Other Discussion
We need the design estimate from Davis Powell for the boardwalk, plaza, and boat
ramp. Tom Lang stated we won't be able to do the design/build, so we just need to do
the engineering portion.
There was a discussion about whether the Park Board Chair needed to be on the Lake
Wichita committee. Under the current structure approved by the City Council, the Chair
and another Park Board member are members of this committee. The current Park
Board chair cannot attend our meetings due to work commitments. The Committee
agreed that the 2"d Park Board position doesn't necessarily have to be tied to the
position of Chair and will ask the City Council to look at this.
We have a vacancy on the committee. Eric Godwin can no longer serve. Jack Murphy
is working on getting the request to fill on the City Council agenda.
Tom Lang reported we are waiting for the city to complete the process to hire intern
Alex Nelson. She will be working on the watershed plans and related grants. Jackie
Hoegger is also planning on hiring an intern this year and will devote half of his/her time
for Lake Wichita.
Jack Browne announced a Mini -Maker Fair at the MPEC in October. They will give a
free booth to nonprofits.
Ford Swanson would like to go to White Rock to look at their lake as they did a
revitalization. Steve Garner suggested he also go to Little Elm to see the wakeboard
park.

Tom Lang suggested a permit party when the permit comes in. Steve Garner stated it
needs to be a full day event. It needs to be big, so we can reach out to the community.
Tina Henderson is willing to work on this event committee. Jake VanDonge is willing to
help with posters/videos. He will also look at the community calendar for possible dates
in August and September, preferably for the first or second weekend in August.
Jake VanDonge had questions from the public about how the disc golf course will be
affected by the Lake Wichita project. Steve Garner stated the portion of the project that
might affect the disc golf course would be in Phase III, and there are likely to be many
changes before then.
