Resolution approving the programs and expenditures of the Wichita
Falls 4B Sales Tax Corporation Board of Directors and amending the
budget to include funding up to $10,000 for the Professional Wrestling
Hall of Fame Museum
WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's
authorizing unit will approve all programs and expenditures of a corporation and annually
review any financial statements of the corporation;" and,
WHEREAS, on June 30, 2017, the Wichita Falls 413 Sales Tax Corporation
(4BSTC) approved the project listed below and as stated in its agenda.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the
following programs and expenditures, in a total amount not to exceed $10,000 as
described below and in said corporation's agenda, is approved:
Enhancement Items for the Professional Wrestling Hall of Fame Museum
at 712 8t" Street in the amount of $10,000.
2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to
provide for the aforementioned expenditures and changes thereto.

The Professional Wrestling Hall of Fame and Museum (P ), a registered 501c3 non-profit
organization, has been open in downtown Wichita Falls in the iconic Big Blue Building for going on
14 months. The PVVHF Board President Johnny Iwlantell talks about the PWHF, the City of Wichita
Falls, the wonderful downtown and this iconic building every place he goes. He's given talks to
organizations all over North Texas, as well as done media and radio podcasts from alb over the
World, always promoting the real history of wrestling but always including the downtown area and
City of Wichita Falls, TX_
Just two weeks ago the 1601 Annual Induction events were held in downtown. Activities included a
Comedy Show (held in the Big Blue Lobby where 96 people attended), even though the planned
raper -air wrestling show had to be moved indoors of the Farmers Market Building close to 500 true
wrestling fens attended to see 12 of the top independent wrestling talent traveling today, then an
estimated 3,000 fans walked through the Fantest and Museum on Saturday (free admission on
Induction clay) prior to the Induction Banquet, Fans attended from right here in the Texoma (Wichita
Falls, Lawton & surrounding areas), Canada, Japan, ,New Zealand and all over the United States.
Our host hotel was the Bay ont Inn & Suites on bell West (where the new owners bent over
backwards to cover what the past owner had promised) which we sold out in a matter of days, but
also had participants and attendees staying at the EconcLo ge, Days Inn, Homewood Suites,
LaQuinta Ines, Quality Inn, America Best Value, Hampton Inn, rseveral stayed with local AirBNB
facilities and one rented a RV space at Coyote Banco for 5 days, there may be other lodging
locations but these are the ones we are sure of. A fear of the attendees extended their stays by a
couple days to explore the area and real estate options about possibly moving to this area, all
because of the PWHF. The fact here is that people did not just attend our Induction weekend for a
day trip but stayed several days, rented vehicles, bought food & drink, spent money in downtown
and all over the city. It was amazing to hear attendees that attended in 2016 talk about seeing the
growth of the area surrounding g the museum and downtown area since last year's induction. Now all
those are something that the PWHF as well as the City of Wichita Palls and downtown should be
excited about.
With the PUt HF being a non-profit organization, the completion of moving all our displays, on -going
issues with the building„ constantly receiving new and exciting items for display which then need
places and mannequins to use to display those items and ran -going costs of operations put a drain
on the funds of our organization.
From day one, everything this organization does highlights the history of professional Wrestling but
with emphasis on the rich history here in Wichita palls while encouraging the revitalization of the
downtown we are so proud to be a part of.
