Resolution approving the programs and expenditures of the Wichita
Falls 4B Sales Tax Corporation Board of Directors and amending the
budget to include funding up to $20,000 for 4Kidz Sake (The Wichita
Theatre) to renovate the building at 914 Indiana
WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's
authorizing unit will approve all programs and expenditures of a corporation and annually
review any financial statements of the corporation;" and,
WHEREAS, on June 30, 2017, the Wichita Falls 4B Sales Tax Corporation
(4BSTC) approved the project listed below and as stated in its agenda.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the
following programs and expenditures, in a total amount not to exceed $20,000 as
described below and in said corporation's agenda, is approved:
Cost associated with installation of a fire suppression system in an
amount up to $20,000 for the 4Kidz Sake Program (Wichita Theatre) at 914
Indiana.
2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to
provide for the aforementioned expenditures and changes thereto.

Dear 4B Board:>
Today, 4 Kidz Sake of Wichita Falls(4KS) is asking for your financial assistance once again to
expand our operations for the sake of our community, 4KS(the Wichita Theatre) has acquired the
property across the street from the theatre at 914 Indiana for this expansion- This property was made
available at 50% of FMV by long-time supporters, Je,ral and Rowena Jackson, and 4K5 has already
reroofed the property at cost of$25,000 to alleviate the deterioration of the facility bythe owners to
which the Jackson's had sold the property 10 years earlier. 4K5 is asking the 4B Board once again for
your financial assistance at the restoration of yet another historic downtown property for the entire
community's enjoyment. 4KS will be opening a facility which will have a three fold purpose:
1 House the ever-growing youth program of the theatre
2 Provide rehearsal space for the many ongoing productions of the theatre mainstage-shows
3 Move our cramped, but highly successful dinner stage to it's own facility with the ability to
stage events year round. In 2016, there were 5 productions with 26 total performances
which all sold out prior to opening the shows. This venue will give our adult community
something many have told us they have been driving to DiFW to experience. (SPECIAL. NOTE:
in the fast 12 months, the Wichita Theatre productions have sold just under 24k tickets
with 33% coming from outside of the WF city limits)
Do to the fact that the current management team can stage and manage the events which will
take place in the new building, the added operational cost will be minimal, thus making this expansion a -
huge funding vehicle for the organization, estimated at $150k annually, allowing it to offset it's
mainstage deficits with the revenues from this expansion. The expansion cost for the preparation of the
lower floor for purposes stated will be an additional $173,000. 4KS is asking the 48 Board for its
assistance by providing funding for the staging, lighting, and sound which has been bid at $94,000.
Unfortunately, the theatre must also raise, not only the balance of this cost, but an additional $135,000
for its annual campaign. The lack of these funds from a source other than traditional fund raising would
require the expansion to be placed on hold or done at such a level alto not match the quality standards
that patrons have come to expect from Wichita Theatre events.
In 1908, our city captured the vision and saw the need to build a theatre, the Wichita Falls Opera
House, to house the touring shows moving around America at the time. Now, fast forward past the
movie era of the Wichita Theatre to 1995 when the Jackson family of Wichita Falls captured that same
vision for our city by restoring and reopening the Wichita Theatre to provide our city with the same
quality family entertainment the citizens of 1908 envisioned. In 2005, Dwayne and Lisa Jackson saw the,
need to convert the theatre operations into a new 501 C-3 not for profit, 4 Kidz Sake of Wichita Falls,
and add to the already occurring family entertainment an educational element for the youth of our
community. The 4B Board joined with 4KS in 2008-9 by participating in the conversion of the Noble
Hardware building into what is now the Wichita Theatre Performing Arts Centre. We hope thatthe 4B
Board will once again join with 4KS in a way which will benefit our entire community.
