Min 06/20/2017 CITY COUNCIL MINUTES June 20, 2017 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building June 20, 2017 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen L. Santellana - Mayor Michael Smith - Councilors DeAndra Chenault - Jesse Brown - Romeo Montez - Eric West - Brian Hooker - Darron Leiker - City Manager (Absent) Jim Dockery - Deputy City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Councilor Montez gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a – Presentation – Certificate of Recognition to Police Department from the Texas Police Chief’s Association 8:33:22 AM Rex Hoskins, past president of the Texas Police Chief Association, presented a certificate of re-recognition to the Wichita Falls Police Department for continued compliance of best practices for the police department. He explained the standards that must be met for this accreditation. Chief Borrego said there are 168 standards that must be followed to ensure the police department is operating profe ssionally and correctly. He thanked Officer Cassillas and Lt. Mayor Santellana recognized Jaden Esquibel and Brett Keith for participation in the 2017 Texas Police Games. Chief Borrego said the competition consists of physical and mental challenges. - - - - - - - Item 4 - Consent Items 8:43:36 AM Deputy City Manager Jim Dockery gave a briefing on the items listed under the Consent Agenda. Nays: None Item 4 - Approval of Minutes of the June 6, 2017 Regular Meeting of the Mayor and City Council - - - - - - - Item 5a – Ordinance #20-2017 8:44:13 AM Ordinance No. 20-2017 Ordinance Making an Appropriation to the Special Revenue Fund for Comprehensive Cancer Control Program in the Amount of $130,000.00 Received from the Department of State Health Services and Authorizing the City Manager to Execute Contract Accepting Same Moved by Councilor Hooker to approve Ordinance No. 20-2017. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 6c – Resolution #67-2017 8:59:22 AM Resolution #67-2017 Resolution of No Objection from the City of Wichita Falls for a Proposed Application for The Duke I TX TC, LP. to the Texas Department of Housing and Community Affairs for 2017 Housing Tax Credits at 5500 (5514) Professional Drive, Wichita Falls Commonly Known as Highpoint Village I Apartments for the Redevelopment of the Property by the Developer, The Duke I TX TC, LP.; and Providing an Effective Date Moved by Councilor West that Resolution No. 67-2017 be passed. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Montez Nays: None - - - - - - Item 6d – Resolution #68-2017 9:03:16 AM Resolution #68-2017 Resolution of No Objection from the City of Wichita Falls for a Proposed Application for The Duke II TX TC, LP. to the Texas Department of Housing and Community Affairs for 2017 Housing Tax Credits at 5500 Professional Drive, Wichita Falls Commonly Known as Highpoint Village II Apartments for the Redevelopment of the Property by Developer The Duke II TX TC, LP.; and Providing an Effective Date Moved by Councilor Brown that Resolution No. 68-2017 be passed. Dave Clark, executive director of the Nortex Housing Finance Corporation, expressed appreciation for approval of these agreements. He said the pilot agreements have been agreed to and he feels the improvements will be substantial for these projects. Valerie Garrity, Millenia Housing Development, said there will be substantial improvements to all three properties. She said they have worked hard to come to an agreement for the financing on these properties. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Montez Nays: None - - - - - - Item 7 – Items of Concern to Members of the City Council 9:07:25 AM Members of the City Council presented the following matters: Councilor Chenault thanked Susan Kines at the Convention and Visitor Bureau for her help in organizing a family reunion. Councilor Montez thanked Lou Kreidler for her work in keeping the city healthy. He said he is willing to help with the campaign and marketing. He also thanked the city staff for their work on the financing of these housing projects. Mayor Santellana recognized Chief Borrego for the work done in the Police Department for the re-recognition and his leadership of the department. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, Smith, and Montez Nays: None - - - - - - Item 9 – Comments from the Public to Members of the City Council 9:10:46 AM Norman Cochran, 4651 Sierra Madre, said he has been in Wichita Falls since 1972 and has seen sites recently that are worse than when he got here. He mentioned the Attebury “junk yard” and junk and trash in yards. He said Code Enforcement needs more help. He also suggested a committee that can clean up the town.
