Res 081-2017 6/6/2017Resolution No. 81-2017 Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and amending the budget to include funding up to $14,200 for Half Pint III, LLC to pay additional costs to install a fire suppression system at 817 Ohio as part of a redevelopment project in the Central Business District WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation;" and, WHEREAS, on May 19, 2017, the Wichita Falls 413 Sales Tax Corporation (4BSTC) approved the project listed below and as stated in its agenda. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the following programs and expenditures, in a total amount not to exceed $14,200 as described below and in said corporation's agenda, is approved: Additional Fire Suppression System Assistance for 817 Ohio in the amount of $14,200, bringing the total funding amount to $44,200 for this project. 2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to provide for the aforementioned expenditures and changes thereto. PASSED AND APPROVED this the 6t" day of June, 2017. I would like to thank the board for serving and allowing me to present my proposal for funding today. My partners and I are asking the board for $22,000 - $22,043 which is $52,043 less $30,000 previously approved by the 4B Board to pay for the installation of a fire suppression system including new fire line into the building and a new 2" gas line to serve the property. We received 2 current bids for fire suppression and Atmos acquired bids to install a new gas line 210' to serve the property. Due to our construction bids being 2 years old, an unexpected expense with the gas line not being large enough to serve our project, and additional square footage added to the project, unexpected costs have occurred as detailed below: (James Lane and SNB have very similar bids — bids attached). Fire Suppression: $44,200,00 (includes taxes, water tap, and new fire line into building) 210'of 2" New Gas Line $7,843.00 (Gas line $12,200 - $4,357 Atmos pays) TOTAL $52,043.00 SAY $52,000 ASKING FOR $22,000 IN ADDITION TO $30,000 PREVIOUSLY FUNDED In September of 2016, we finalized funding for our project through First Bank and Capital CDC with an SBA Loan. Due to architect issues, we had to switch architects and it put us 6 months behind. Our plans were submitted to the city for review, approval, and permits on 04-24-17. As for fire suppression, we are asking for the actual cost at today's prices with our finalized construction plans. The gas line will not just benefit our property, but all properties on the east side of the road in the 800 block of Ohio Ave. As new development is occurring, it appears this will be one of the primary blocks in the revitalization of downtown. We believe this to be one of the flagship projects in the revitalization of downtown. Older buildings - have unexpected expenses that can limit projects without the gracious help of funds from boards like the 4B. Your help is greatly appreciated.
