Item 1
The City Council of the City of Wichita Falls, Texas held a special meeting on the above
date in the City Council Chambers of the Memorial Auditorium Building. The meeting began at
8:30 a.m. with the following members present:
Lanham Lyne - Mayor
Ray Gonzalez - Mayor Pro Tern
Glenn Barham - Councilors
Michael Smith -
Dorothy Roberts-Burns -
Rick Hatcher -
Charles Elmore -
Darron Leiker - City Manager
Bill Sullivan - City Attorney
Lydia Ozuna - City Clerk
Mayor called the special meeting to order.
Pastor Sylvester Shed, Calvary United Methodist Church, gave the invocation.
Councilor Ray Gonzalez led in the pledge of allegiance
Item 2
A public hearing was held on the proposed use of funds in the Action Plan of the
Consolidated Plan for the Period of October 1, 2007 to September 30, 2008.
Mayor declared the public hearing open.
Mrs. Susan White stated that this was the third and final public hearing on the Action Plan
of the Consolidated Plan for the Period of October 1, 2007 to September 30, 2008. This public
hearing was tabled from the July 3, 2007 Council meeting with the understanding that the Council
subcommittee would meet in the interim. Their recommendation is to put some of these projects
on hold in a contingency fund and set those funds aside to use for flood recovery, demolition,
clean up, and infrastructure repairs. She enumerated the entities and amounts.
Christmas in Action $90,000
Backdoor $10,000
Interfaith Ministry $104,000
Habitat for Humanity $51,000
Heritage Society $50,000
CDBG Job Training $50,000
Park Improvements $50,000
$401,000 can be set aside in a Contingency Account for disaster recovery. If it is declared
from FEMA, there will be funding from them and these funds can be reallocated at some time. If
you decide to use the $401,000 you will have to have a public hearing to allocate.
City Manager stated that $155,000 from demolition was the amount we put in for normal
demolition. During the year those will continue on and the $401,000 can be used for demolition.
These are not unrestricted dollars and are targeted for low to moderate income persons.
Councilor Gonzalez mentioned that that is earmarked to come from CDBG funds.

Councilor Elmore asked if we recover any funds from those that we demolish. City
Manager explained that is where the liens come in.
Councilor Hatcher stated that it is the subcommittee's intent that this money will go back to
where it was originally intended to go. The most important thing is to get the recovery going and
keep it going until we get FEMA funds.
Councilor Gonzalez mentioned that they will not have to reapply; it has already been
designated for these agencies.
Mayor said that if we need to prorate we will meet with those agencies again.
Councilor Roberts-Burns said she was glad to see that we have those funds that we can
use as needed.
Mayor called for additional comments. There being none, Mayor declared the public
hearing closed.

RESOLUTION NO. 113-2007
A RESOLUTION APPROVING AND ADOPTING THE PROPOSED USE OF
FUNDS IN THE ACTION PLAN OF THE CONSOLIDATED PLAN FOR THE
PERIOD OF OCTOBER 1, 2007 TO SEPTEMBER 30, 2008; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
Moved by Councilor Roberts-Burns that Resolution No. 113-2007 be passed.
Motion seconded by Councilor Gonzalez and carried by the following vote.
Ayes: Mayor Lyne, Councilors Barham, Smith, Roberts-Burns, Hatcher, Gonzalez,
and Elmore
Nays: None
Item 4
Council held a work session to consider various items related to the 2007-2008 Budget.

City Council adjourned at 12:35 p.m.
