Item 1
The City Council of the City of Wichita Falls, Texas held a special meeting at the Multi-
Purpose Events Center, 1000 5th Street, on Monday, November 12, 2007. The meeting began
at 5:30 p.m. with the following members present

Mayor called the meeting to order and welcomed those in attendance.
Item 2
This meeting is to gain citizen input on the future of our community and region. These
ideas will be critical in formulating the Defense Diversification Plan, Downtown Plan, and the
Local Update portion of the Comprehensive Plan.
Mayor informed that our Consultants have been here for three months speaking with
various groups but it comes down to what the citizens of Wichita Falls want. The Department of
Defense's Office of Economic Adjustment provided funding for communities likes ours that lost
during the 2005 Base Realignment and Closure Commission. This opened up a door of
opportunity by providing $300,000 for use in our City to address our City's development, its
image in all areas as well as economic development so we can grow. We are going to be the
hub of everything in this region. It does not stop here.
The consulting team consists of Freese and Nichols Firm, Fort Worth, Dunkin, Sefko &
Associates, Inc./Dunkin, Sims, Stoffels, Inc., Dallas along with TIP Strategies, Austin.
Tom Stellman, TIP President and Lead Consultant, provided an overview of tonight's
meeting and the process that would be followed. Mr. Stellman introduced his team that would
be participating tonight—

Mr. Stellman informed that they want to hear from the citizens as to what they want and
where they see the opportunities and what they think the City of Wichita Falls should be doing
as well as all the players - MSU, BCI, SAFB, etc.
Mr. Stellman introduced the project noting that the major elements are the
Diversification Plan, focus on downtown and how to revitalize, and land use. He addressed
how they approach economic development noting that the number one challenge is the work

Wheelchair or handicapped accessibility to the meeting is possible by using the
handicapped parking spaces in the parking lot in the front of the facility. Spanish
language interpreters, deaf interpreters, Braille copies or any other special needs
