I. Welcome & Introduction
Mayor Santellana, the TPC chairperson, called the meeting to order at 8:33 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mayor Santellana asked for any public comments on agenda and non -agenda items. None
was received.
III. Review and Approve the Transportation Policy Committee's October 26, 2016 TPC
Meeting Minutes
Mayor Santellana asked for any comments or corrections to the October 26, 2016 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr.
Tegtmeyer made the motion to approve. Mr. Smith seconded the motion, which passed
unanimously.

IV. Review and Approve the Transportation Policy Committee's November 21, 2016
Meeting Minutes
Mayor Santellana asked for any comments or corrections to the November 21, 2016 TPC
meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr.
Wilde made the motion to approve. Mr. Brown seconded the motion, which passed
unanimously.
V. Review and Comment Regarding the Technical Advisory Committee's January 12,
2017 Meeting Minutes - No Action Required
Mayor Santellana asked for any comments or questions regarding the January 12, 2017
Technical Advisory Committee meeting minutes. None were received. The committee
moved on to the next agenda item.
VI. Review and Approve the January 2017 TIP Amendment: FY 2017, Section 5339
Transit Grant, New & Replacement Buses
Mayor Santellana directed the committee's attention to page 48 of the meeting packet.
Mr. Barnett stated there was one TIP amendment needing approval from the Policy
Board. He stated that the Wichita Falls Transit System (WFTS) competed for, and
successfully won, a Federal Transit Administration, Section 5339 capital improvement
grant. WFTS will use the funding to purchase three (3) 35 -ft. replacement buses and one
(1) 25 -ft. cutaway bus. The 35 -ft. buses will replace aging units in the WFTS fleet while
the 25 -ft bus will operate as a shuttle to and from Sheppard Air Force Base. Mr. Barnett
asked for any comments or questions regarding changes to the transit financial summary.
None were received. Mayor Santellana asked for a motion to approve the 2017-2020
Transportation Improvement Program, Section 5339 transit amendment. Mr. Watts
made the motion to approve. Mr. Brown seconded the motion, which passed
unanimously.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
TxDOT: Mr. Rohmer reported that SH 240 at Sinclair Road drainage ditch was under
construction. FM 171 at Old Friberg Road is essentially complete. FM 2650 to Sisk
Road is on schedule and should be complete by early summer. US 287 at IH 44 SB was
progressing well and should be open in the next couple of weeks. US 287 at
Wellington Lane bridge is currently under construction.
City: Mr. Powell reported the Wichita Bluff Hike & Bike Trail Phase 1 had a new
contractor and was moving forward. Falls Bridge &Trail Improvements was awarded
and currently working on contract documents. He reported scheduled projects
include the Hike and Bike Trail Phase 2, Kemp Street Pedestrian Improvements, 2016
Kemp/Monroe drainage project, 2017 Asphalt Street rehab and 2017 Concrete Street
rehab.
b. MPO Quarterly Financial Report (4th Quarter FY 2016 - July, August,
September)
Mr. Barnett reported on the 4th quarter expenses for the MPO. He stated that the MPO
had spent approximately 85% of its total allocation for FY 2016. He asked for any
comments or questions on the fourth quarter financial report. He received none.

c. GroProjects Report
Mr. Barnett stated there were no new grouped TxDOT CSI projects to report.
