Welcome & Introduction
Mr. Barnett, the TAC chairperson, called the meeting to order at 9:36 a.m. and welcomed
everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mr. Barnett asked for any public comments on agenda and non -agenda items. Receiving
none, he moved on to the next agenda item.
III. Review and Approval of the October 13, 2016 Technical Advisory Committee's
(TAC) Meeting Minutes
Mr. Barnett asked for any comments or corrections to the October 13, 2016 TAC meeting
minutes. Receiving none, he then asked for a motion to approve the minutes. Mr. Powell
made the motion to approve. Mrs. Gagne seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the October 26, 2016 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the October 26, 2016 TPC meeting minutes. MPO staff
received none. The committee moved on to the next agenda item.

V. Review and Comment Regarding the November 21, 2016 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the November 21, 2016 TPC meeting minutes. MPO
staff received none. The committee moved on to the next agenda item.
Vi. Review and Recommendation to the Policy Board to Approve the January 2017 TIP
Amendment: FY 2017, Section 5339 Transit Grant, New & Replacement Buses
Mr. Barnett directed the committee's attention to page 47 of the meeting packet. He stated
there was one TIP amendment needing review and recommendation to forward to the
Policy Board for approval. Mr. Barnett stated the Wichita Falls Transit System (WFTS)
competed for, and successfully won, a Federal Transit Administration Section 5339
capital improvement grant. WFTS will use the funding to purchase three (3) 35 -ft.
replacement buses and one (1) 25 -ft. cutaway bus. The 35 -ft. buses will replace aging
units in the WFTS fleet while the 25 -ft. bus will operate as a shuttle to and from Sheppard
Air Force Base. Mr. Barnett asked for any comments or questions regarding changes to
the transit financial summary. Receiving none, he then asked for a consensus to forward
the 2017-2020 Transportation Improvement Program, transit amendments to the policy
board for review and approval. After receiving a consensus, the committee moved on to
the next agenda item.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
City: Mr. Powell reported the Wichita Bluff Hike & Bike Trail Phase 1 had a new
contractor and was moving forward. Falls Bridge &Trail Improvements was awarded
and currently working on contract documents. He reported scheduled projects
include the Hike and Bike Trail Phase 2, Kemp Street Pedestrian Improvements, 2016
Kemp/Monroe drainage project, 2017 Asphalt Street rehab and 2017 Concrete Street
rehab.
TxDOT: Mr. Rohmer reported that SH 240 at Sinclair Road drainage ditch was under
construction. FM 171 at Old Friberg Road is essentially complete. FM 2650 to Sisk
Road is on schedule and should be complete by early summer. US 287 at IH 44 SB was
progressing well and should be open in the next couple of weeks. US 287 at
Wellington Lane bridge is currently under construction.
b. MPO Quarterly Financial Report (41n Quarter FY 2016 - July, August,
September)
Mr. Barnett reported on the 4th quarter expenses for the MPO. He stated that the MPO
had spent approximately 85% of its total allocation for FY 2016. He asked for any
comments or questions on the fourth quarter financial report. He received none.
c. Grouped TxDOT CSJ Projects Report
Mr. Barnett stated there were no new grouped TxDOT CSJ projects to report.
