Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2 – Invocation and Pledge of Allegiance
Dr. David Hartman, First Christian Church , gave the invocation. Mayor Santellana led
the Pledge of Allegiance.

Item 3a –Employee of the Month – Austin Meek, Aviation, Traffic & Transportation

Item 3b – Proclamation – Public Health Week, Wichita Falls – Wichita County Public
Health District

Mayor Santellana read a proclamation establishing April 3-9, 2017 as Public Health
Week in Wichita Falls. He urged citizens to observe the week by helping others understand the

value of health. Lou Kreidler said there was great turnout at the Health Fair. She encouraged
healthy habits. She presented t -shirts to the councilors.

Item 3c – Proclamation – National Telecommunicator Week, Wichita Falls Police
Department, Communications Section

Mayor Santellana read a proclamation establishing April 7-13, 2017 as National
Telecommunicator Week in Wichita Falls. He encouraged citizens to recognize the
telecommunicators for their service and contribut ion to public safety.

Item 3d – Proclamation – Child Abuse Prevention Month, Child Abuse Prevention
Committee

Mayor Santellana read a proclamation establishing April 2017 as Child Abuse
Prevention Month in Wichita Falls. He urged all to celebrate the youth of the city and do what
they can to keep them safe, enabling them to grow into successful adults.

Item 3e – Proclamation – Donate Life Month
Mayor Santellana read a proclamation establishing April 2017 as Donate Life Month in
Wichita Falls. He urged all citizens to consider becoming eye, organ and tissue donors. He
expressed appreciation for those who are donors.

Item 4 – Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.

Anthony Carlisle, 1648 Pearl, said he received a letter from code enforcement. He said
he cut down a tree in his yard. At the time, code enforcement showed up at a house near him
and started writing threatening letters, including one to him. He said he did not appreciate the
threat. He noted that he had the debris from his yard was removed before he received the
letter. He said whoever is running the Code Enforcement Departmen t needs to be fired. He
cited other addresses where the code is not being enforced. He said the trashy city needs to be
cleaned up. He said he is being harassed and bullied by the code enforc ement people. Darron
Leiker said he had looked at the letter and noted there are at least three times w here “please” is
used in the courtesy letter. He said the courtesy notice is not required. He also thanked the
code enforcement officers. He said the re are thousands of cases in the city that these few
officers work throughout the city.

Resolution Authorizing Award of Bid for the Purchase of One (1) Diesel 1-Ton Cab and
Chassis with a Service Bed from the Low Bidder, Wichita Falls Ford-Lincoln, Inc., in the
Amount of $34,936.40

Item 8 – Public Hearing to Determine if Certain Buildings and/or Structures Are to Be
Considered Dangerous
Mayor Santellana opened a public hearing at 9:00:58 AM.
Bobby Teague, Director of Community Development, reviewed the thirteen structures
under consideration for demolition. No one spoke on the following locations: 1321 N 9 th Street,
2909 Avenue L, 2808 Baltimore Road (accessory structure only), 1010 Clay Street, 1102
Corwin Street (accessory structure only), 307 Fillmore Street, 3134 Jacqueline Road, #7 Locke
Lane (pulled from agenda because permit has been pulled), 110 McLaughlin Street, and 1505
Polk Street.
Dennis and Courtney Zachary spoke about 3113 Avenue Q. Mr. Zachary said the
neighbor has ransacked the house and has stolen stuff out of the house. He said he c an’t
understand how people got a court order to go into the house. He said the framework is still
good but he cannot get a permit to roof it. He can’t afford to pay a contractor due to his
disability. Courtney Zachary said she planned to use her income tax money to get the roof fixed
but couldn’t because of the cost for a licensed, bonded contractor. They asked for an extension
to fix the property. Mr. Zachary said the neighbor also cut down the hedges. Bobby Teague

said the ordinance requires that the home be owned and lived in before the homeowner can get
the permit. He said he would work with the property owners about the requirements.
Anthony Carlisle said these are examples of the code enforcement not doing their job
and these structures are wh y the city looks like it does.
Teresa Williams, 113 Hope Lane, Iowa Park, and Charles Peters, spoke about 1614
Britain Street. Ms. Williams said she is a property manager for the property. She was not
aware of the demolition order, but since receiving the notice has found a contractor to do the
work. She asked for an extension to get the work done.
Ray Gardner, 1603 Polk Street, said he doesn’t have anyone to help him. He boarded
up the structure, but he doesn’t have money to pay for someone to demo lish the accessory
structure. He was told that the city could demolish the structure and place a lien on the
property. Mr. Gardner said he would accept a payment plan to pay for the costs.
Norman Cochran, 4651 Sierra Madre, said Bobby Teague doesn’t have the staff to take
care of this town. If the city manager has a code enforcement department with insufficient staff,
he needs to find money in the budget to hire more people.
There were no further comments and the public hearing was closed at 9:26:45 AM

Ordinance Finding Certain Buildings and/or Structures to be Dangerous; Requiring
Property Owners to Demolish Said Buildings and/or Structures within Thirty (30) Days of
the Date of This Ordinance and Declaring an Emergency and Immediate Effective Date
Moved by Councilor Chenault to approve Ordinance No. 11 -2017.
Motion seconded by Councilor West.
Moved by Councilor Brown to amend Ordinance No. 11-2017 to remove the following
three structures from the list:
3113 Avenue Q (extension to allow for a restoration permit granted)
1614 Britain Street (extension to allow for a demolition permit granted)
#7 Locke Lane (demolition permit has already been issued)

Item 11 – Items of Concern to Members of the City Council

Members of the City Council presented the following matters:
Councilor West said he had received some good ideas from meeting with residents.
There has been a lot of discussion about deterioration of neighbors. While there are options of
additional code enforcement officers or property maintenance codes, there are also innovative
ideas that could be used such as community groups, tax incentives, collaborative ef forts with

other organizations, churches, schools, and SAFB, awards, or partnership with the local media.
He noted the city cannot do it all.
Councilor Brown highlighted the Wounded Warrior event and noted that Chief Jon
Reese responded immediately to a medical situation that occurred during the event.
Councilor Smith said there had been a Green Country clean -up program in the city
several years ago which was very successful at that time. He said that program could be
revitalized. He also suggested adoption programs for certain roads within the city limits. He
said he recently had the opportunity to help with Meals on Wheels delivery. He said the federal
budget proposed drastic cuts for that program. He said everyone needs to be aware of the
budget discussions and to speak up on particular programs.
Councilor Montez thanked Chief Borrego. He said the police force has been extremely
quick to respond to concerns and reports from his District. He said the entire staff has been
quick to respond also. He encouraged citizens to bring their concerns to the attention of the
council.

Item 12 – Executive Session
City Council went into Executive Session at 11:17:30 AM in accordance with Texas Government
Code §551.072 and §551.072. Mayor Santellana left during the executive session. Councilor
Smith assumed the chair.
City Council reconvened at 12:27:53 PM.
Councilor Smith announced that no polls or votes were taken during Executive Session.
