I. Call to Order and Introductions
Steve Garner called the meeting to order. Members, staff and guests introduced
themselves.
II. Approval of Minutes
It was moved and seconded that the February meeting minutes be approved. The
motion passed.
III. 404 Permit
Steve Garner spoke with Marcus Ware two weeks ago. He was trying to complete
review of the information sent to him from their questions/concerns. There is no issue
with public comments or the archeological study. There have been some modifications
on the dirt disposal sites due to the potential for additional archaeological studies. We
will dispose of sediment at only two sites. The rest will have to go to the landfill.
IV. Fundraising
Steve Garner reported Theodore Roosevelt IV is arriving early due to bad weather on
the east coast. Tom Lang is missing this meeting to pick him up. We have hosts for his
stay.
As of March 16, we had sold 370 tickets. We anticipate 400 — 420 attendees. Two
Clever Chicks is coordinating this event with the Events Center and Spectra. Skip

McBride will act as the emcee. We have a new Lake Wichita video and a video intro for
Teddy Roosevelt.
We are awaiting word from TPWD on several grants. We should hear about the jetty
grant any day. Two other grants will be announced later this year.
Kathie Forehand-Chaddick's new job responsibilities make it impossible for her to
continue to work on grants. She needs help.
The TxDOT set aside program provides an 80/20 grant program for trails. We have
used several of these in previous years for the Circle Trail. The City is applying for three
sections of trail under this program. Because of the need for quick work on the section
of the trail that requires railroad right of way, this is the #1 priority. The Lake Wichita
segment is #3. It only includes the shoreline section of that trail due to the size of the
project that can be submitted. Steve Garner asked who can influence the decision on
grants. Davis Powell said he would look into that question.
V. Other Discussion
The Boardwalk and boat ramp projects are in a holding pattern to allow us to focus on
Thursday's event. We are at the point that we need monies for these projects. We need
$600K and $700K to match the grants for these projects. We have half of the funds
needed for the Boardwalk. We hope to gain the rest of those funds as well as the match
for the boat ramp after Thursday's event.
At the last City Council meeting, they agreed to name the Veteran's Plaza.
