AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, AMENDING ORDINANCE NO. 22-2007, TO INCREASE THE NUMBER OF
SPECIAL SERVICE VEHICLE PERMITS PERMITTED TO HAROLD KEPHART AND
MIKE KEPHART, PRIME TIME LIMOUSINE; FINDING AND DETERMINING THAT THE
MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
WHEREAS, City Council authorized Harold Kephart and Mike Kephart, Prime Time
Limousine, a taxi cab franchise with seven permits to operate within the city limits of Wichita
Falls; and
WHEREAS, City Council received a request from Harold Kephart and Mike Kephart,
franchise holders, to increase the number of permits from seven to ten; and
WHEREAS, City Council conducted a public hearing to consider this request and finds
that an increase in the number of permits authorized to Harold Kephart and Mike Kephart dba
Prime Time Limousine is required for public convenience and necessity.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. Ordinance No. 22-2007, granting a franchise with seven permits to Harold
Kephart and Mike Kephart dba Prime Time Limousine, is hereby amended increasing the
number of permits for special service vehicles by three, from seven to ten.
SECTION 2. It is hereby officially found and determined that the meeting at which this
ordinance was passed was open to the public as required by law.
