ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AMENDING SECTIONS 90-66 AND 90-225 LIMITING
COMPOST DISTRIBUTION TO YARD WASTE DISPOSAL
PARTICIPANTS DURING FREE GIVE-A-WAYS AND INCREASING
VENDOR COMPOST PURCHASE RATE; FINDING AND DETERMINING
THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED
WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, The City Council recognizes the importance to off-set rising
operations and maintenance costs for the composting program; and
WHEREAS, The City Council recognizes the importance to show fairness and
appreciation to the citizens who participate in $3.00 fee for the Yard Waste Disposal
Program; and
WHEREAS, the City of Wichita Falls will only offer the free compost give-a-way
days to Wichita Falls citizens actively participating in the Yard Waste Disposal Program;
and
WHEREAS, the City Council approves the increase in vendor rate from $7.00 per
cubic yard to $12.50 per cubic yard; and
WHEREAS, The City Council approves the elimination of the limited pick up of
100 cubic yards per day for vendors.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE C�TY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1 . Sec. 90-66 of the Code of Ordinances is hereby amended in its
entirety to read as follows:
"Yard Waste Disposal.
Any owner, occupant, tenant or lessee may request one automated yard
waste container per single-family residence, which will be supplied by the city
refuse division free of charge. The yard waste containers will be serviced
once per week by the city for a monthly fee of $3.00. Persons served by a
yard waste automated container shall place the yard waste completely within
the container with the lid closed. Only citizens participating in the Yard Waste
Disposal Program may receive free compost during distribution events. Each
customer seeking free compost must provide a valid I.D. and their current
water bill showing the recycling charge."

SECTION 2 . Sec. 90-225, of the Code of Ordinances is hereby amended in its
entirety to read as follows:
"Wichita Falls Organics may be purchased during normal operating hours at the
landfill office by registered vendors. The purchase price will be $12.50 per cubic
yard with a three-yard minimum. A limited quantity of material may be available
and will be available on a first come, first served basis. Although the city will
make every effort to maintain adequate inventory, the availability of compost or
related products is not guaranteed or assured."
SECTION 3. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
