Res 039-2017 3/21/2017Resolution No. 39-2017 Resolution adopting a Tobacco Free Campus Policy at the Wichita Falls Public Library-Recreation Center located at 600 11th St., and the adjacent parking lot located at 910 Ohio Street (South 30' of Lot 3 and all of Lots 4, 5, 6, & 7, Block 182, Original Town) WHEREAS, the Wichita Falls Public Library-Recreation Center desires to promote the health and wellness of employees and visitors by incorporating a total “tobacco free” workplace; and, WHEREAS, the personal health hazards related to all tobacco products, which include but are not limited to, smoking (e.g., cigarettes, pipes, cigars, hookah, etc.) and/or using smokeless tobacco (e.g., dip, snuff, chew, plugs, pouches, etc.) have been well documented; and, WHEREAS, the health hazards of smoke affect the smoker and the nonsmoker who is exposed to the secondhand smoke, and the City Council intends to provide all employees and visitors to the Wichita Falls Public Library – Recreation Center with an environment conducive to good health. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The attached Tobacco Free Policy creating a tobacco free environment for the Wichita Falls Public Library – Recreation Center and the adjacent parking lot Located at 910 Ohio Street (South 30' of Lot 3 and all of Lots 4, 5, 6, & 7, Block 182, Original Town) is approved. 2. This policy shall be effective on May 1, 2017. PURPOSE 1.1. The City of Wichita Falls desires to promote the health and wellness of employees and visitors by incorporating a total “tobacco-free” environment. This Policy applies only to the Public Library-Recreation Center located at 600 11th St, and the adjacent parking lot located at 910 Ohio Street (South 30' of Lot 3 and all of Lots 4, 5, 6, & 7, Block 182, Original Town). 2. PRODUCTS COVERED 2.1. The personal health hazards related to all tobacco products, which include but are not limited to, smoking (e.g., cigarettes, vaping devices, pipes, cigars, hookah, etc.) and/or using smokeless tobacco (e.g., dip, snuff, chew, plugs, pouches, etc.) have been well documented. The health hazards of smoke affect the smoker and the nonsmoker who is exposed to the secondhand smoke. It is the intent of the City of Wichita Falls Parks and Recreation Department to provide all employees and visitors with an environment conducive to good health. 3. APPLICATION OF POLICY 3.1. This policy is applicable to all employees, contractors, and visitors while on the property at 600 11th street and the adjacent parking lot located at 910 Ohio Street (South 30' of Lot 3 and all of Lots 4, 5, 6, & 7, Block 182, Original Town). 3.2. As necessary, this policy will be modified to comply with local laws regulating designated tobacco use. 3.3. All employees, contractors, and visitors are prohibited from using tobacco at company workplaces. The workplace is defined as inside all company-owned or leased facilities, as well as outside on the grounds and parking lots and in personal vehicles on company property. This policy also applies to company-sponsored meetings and events on or off company premises. Prohibited uses include but are not limited to smoking (e.g., cigarettes, vaping devices, pipes, cigars, hookah, etc.) and/or using smokeless tobacco (e.g., dip, snuff, chew, plugs, pouches, etc.). 3.4. Tobacco-cessation and awareness programs, behavioral modification tools, referrals, and resources will be made available to employees who desire to stop tobacco use. 3.5. Employee noncompliance with the policy will result in progressive disciplinary action up to and including termination. 3.6. Visitor or contractor noncompliance with the policy will result in the individual being asked to leave the property. 3.7. Any questions regarding this policy should be referred to the Parks and Recreation Director.
