Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Item 2 – Invocation and Pledge of Allegiance
Jacob Hawk, Faith Village Church of Christ, gave the invocation. Mayor Santellana led
the Pledge of Allegiance.

Item 3a – Proclamation – Absolutely Incredible Kids Day, Campfire North Texas

Mayor Santellana read a proclamation establishing March 16, 2017 as Campfire’s
Absolutely Incredible Kids Day in Wichita Falls. He urged citizens to write positive and
motivational letters to children to help build their confidence and self-esteem.

Item 3b – Proclamation – Youth Leadership Wichita Falls Day, Youth Leadership Wichita
Falls

Mayor Santellana read a proclamation establishing March 7, 2017 as Youth Leadership
Wichita Falls Day in Wichita Falls. He urged citizens to cherish young people and help them
gain a solid foundation for future success.

Mayor Santellana introduced special guests Savannah Johnson, Katelyn Camp, and
Layla Galloway from Fowler PTO who won the opportunity to spend the day with the Mayor.

Item 3c –Employee of the Month – Steve Vaughn, Fire Department

Chief Jon Reese introduced Steve Vaughn, Battalion Chief Aide in the Fire Department,
as the Employee of the Month. Mayor Santellana presented a plaque, a letter of appreciation,
restaurant voucher, and a check to Mr. Vaughn and thanked him for his service.

Item 4 – Comments from the Public to Members of the City Council Concerning Items
That Are Not on the City Council Agenda.

Kelly Mestas, 5235 Kingston Drive, asked what the city’s policy is regarding the
enforcement of the federal immigration policy. He asked if the city has involvement with ICE
enforcement. The council was reminded that the public comments are not to be discussion
items. Mr. Mestas was directed to speak to staff.
There were no other comments given.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.
Moved by Councilor Hooker that the consent items be approved.

Item 7a – Resolution #30 -2017

RESOLUTION NO. 30-2017
Resolution authorizing the transfer of ownership of Trustee properties at 802 Dallas
Street and 807 Dallas Street to Habitat for Humanity for the construction of low to
moderate income housing and to authorize the City Manager to execute the deed
Moved by Councilor Brown that Resolution No. 30 -2017 be passed.
Motion seconded by Councilor Hooker and carried by the following vote:

RESOLUTION NO. 31-2017
Resolution allowing two (2) trustee properties, 2215 8th St. and 1213 31st St., to be sold for
less than the total amount of the judgment against said properties as authorized by
Section 34.05(i) of the Texas Tax Code
Moved by Councilor West that Resolution No. 31 -2017 be passed.

Resolution authorizing the purchase of one (1) Prime Mover Unit through the BuyBoard
Purchasing Cooperative from Silsbee Ford Inc., in the amount of $67,711.00
Moved by Councilor Hooker that Resolution No. 32 -2017 be passed.

Resolution awarding Biggs & Matthews, Inc. the Phase III Sanitary Sewer Evaluation
Study to comply with Texas Commission on Environmental Quality Agreement in the
amount of $150,000.00

Resolution approving the programs and expenditures of the Wichita Falls Economic
Development Corporation (WFEDC) and amending the budget to include up to $144,000
for 12 months of estimated expenses related to a building owned by the WFEDC at 2400
Burkburnett Road (formerly known as the ATCO Building

Kevin Pearson, Chamber of Commerce, answered questions about the building
maintenance and about marketing efforts to lease the building.

Item 8b – Items of Concern to Members of the City Council

Councilor Chenault welcomed those in attendance.
Councilor Brown thanked staff for their help with concerns expressed by his district. He
welcomed the Youth Leadership class in attendance.
Mayor Santellana thanked the Youth Leadership class and his special guests for attending
the meeting.

Item 10 – Reappointments/Appointments to Lake Wichita Revitalization Committee

Motion by Councilor Hooker to appoint Steve Garner to Place 2 and John Fritzsch to
Place 3 on the Lake Wichita Revitalization Committee, with both appointments to expire
November 17, 2017.
