RESOLUTION APPROVING CONSULTING SERVICES CONTRACT TO
LEIBOWITZ & HORTON AIRPORTS MANAGEMENT CONSULTANTS
INCORPORTED FOR THE DEVELOPMENT AND IMPLEMENTATION OF
PASSENGER FACILITY CHARGES AT WICHITA FALLS MUNICIPAL
AIRPORT AND MAKING AN APPROPRIATION OF $26,300 TO AIRPORT
EQUITY TO COVER THE UNBUDGETED AMOUNT FOR THIS SERVICE;
FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS
RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY
LAW.
WHEREAS, the Congress of the United States empowered the Federal Aviation
Administration to authorize the operators of commercial service airports to impose passenger
facility charges on certain enplaned passengers at those airports; and
WHEREAS, passenger facility charge revenues can be collected for future capital
projects that would promote safety, security, capacity and noise mitigation goals for those
airport operators; and
WHEREAS, the City of Wichita Falls desires to enter into a consulting services contract
for the development and implementation of passenger facility charges at Wichita Falls
Municipal Airport; and
WHEREAS, Leibowitz & Horton Airports Management Consultants Incorporated is
proposing to do this work for the amount of $26,300; and
WHEREAS, the City recognizes the ability of passenger facility charges to contribute to
capital improvement projects that will enhance the safety and capacity of Wichita Falls
Municipal Airport.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. The consulting services contract from Leibowitz & Horton Airports
Management Consultants Incorporated for the development and implementation of passenger
facility charges at Wichita Falls Municipal Airport is hereby accepted
SECTION 2. It is hereby officially found and determined that the meeting at which this
resolution was passed was open to the public as required by law.
