RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION TO
CLOSE ACCESS TO WALNUT STREET AT THE INTERSECTION OF KELL
BOULEVARD AND SCOTT AVENUE FOR THE PURPOSE OF TRAFFIC
SIGNAL AND RAILROAD CROSSING IMPROVEMENTS; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS
PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the Texas Department of Transportation has requested access closure for
Walnut Street at the intersection of Kell Boulevard and Scott Avenue; and
WHEREAS, the City of Wichita Falls is responsible for managing traffic flow within the
boundaries of the City limits; and
WHEREAS, all affected City departments have been contacted and have approved this
access closure;
WHEREAS, the City Council of the City of Wichita Falls, Texas deems it reasonable and
in the public's best interest to permanently close access from Walnut Street on to Kell
Boulevard and Scott Avenue.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1. The street called Walnut Street is hereby closed for access at the
intersection of Kell Boulevard and Scott Avenue.
SECTION 2. This resolution shall allow the City Manager to execute an agreement with
the Texas Department of Transportation to close access to Walnut Street at the intersection of
Kell Boulevard and Scott Avenue for the purpose of making traffic signal and railroad crossing
improvements.
SECTION 3. It is hereby officially found and determined that the meeting at which this
resolution was passed was open to the public as required by law.
