Min 01/03/2017 CITY COUNCIL MINUTES January 3, 2017 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building January 3, 2017 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Stephen Santellana - Mayor Michael Smith - Councilors Brian Hooker - DeAndra Chenault - Jesse Brown - Eric West Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2 – Invocation and Pledge of Allegiance Pastor Ron Barnard, Heritage Assembly of God, gave the invocation. Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3a –Employee of the Month – Jason Jones, Police Department 8:33:39 AM Deputy Chief Gilmore recognized Jason Jones, Police Department, as the Employee of the Month. Mayor Santellana presented a plaque, a letter of appreciation, restaurant voucher, and a check to Mr. Jones and thanked him for his service. - - - - - - - Item 4 – Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:36:20 AM There were no comments given. Moved by Councilor Hooker that the consent items be approved. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None Item 5 - Approval of Minutes of the December 20, 2016 Regular Meeting of the Mayor and City Council Item 6- Resolution #01-2017 Resolution #01-2017 Resolution Authorizing Award of Bid for the Purchase of Four Staff Cars from the Low Bidder Wichita Falls Ford Lincoln, Inc., in the Amount of $70,650.56 Item 7 - Receive Minutes Minutes of the following boards and commissions were received: (a) Planning and Zoning Commission, November 9, 2016 (b) 4B Sales Tax Corporation, September 26, 2016 - - - - - - - Item 8a – Ordinance #01-2017 8:37:19 AM ORDINANCE NO. 01-2017 Ordinance Amending Section 14-406 of the Code of Ordinances to Amend the Term of Office of a Member of the Animal Shelter Advisory Committee Moved by Councilor Chenault that Ordinance No. 01-2017 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None - - - - - - CITY COUNCIL MINUTES January 3, 2017 Page 3 Item 8b – Ordinance #02-2017 8:38:44 AM ORDINANCE NO. 02-2017 Ordinance Amending Section 58-73 of the Code of Ordinances to Change the Meeting Schedule of the Public Board of Health Moved by Councilor Brown that Ordinance No. 02-2017 be passed. Motion seconded by Councilor West and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None - - - - - - Item 8c – Ordinance #03-2017 8:39:50 AM ORDINANCE NO. 03-2017 Ordinance Making an Appropriation from Kickapoo Airport Reserve Funds in the Amount of $467,000 for the City's Local Matching Requirements for Grants Received from the Aviation Division of the Texas Department of Transportation for Apron Expansion and Taxiway Reconstruction Work at Kickapoo Downtown Airport Moved by Councilor Chenault that Ordinance No. 03-2017 be passed. Motion seconded by Councilor Brown and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None - - - - - - Item 9a – Resolution #02-2017 8:42:49 AM RESOLUTION NO. 02-2017 Resolution Authorizing the Purchase of Two (2) Mack GU713 14-Yard Dump Trucks through the BuyBoard Purchasing Cooperative from Bruckner Truck Sales, Inc. in the Amount of $287,568.00 Moved by Councilor West that Resolution No. 02-2017 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None - - - - - - CITY COUNCIL MINUTES January 3, 2017 Page 4 Item 10 –Items of Concern to Members of the City Council Councilor Brown said he is excited to move forward in the new year. Councilor Smith added his wishes for a happy new year. He reminded everyone of the upcoming strategic planning session. He suggested citizens let the council know of items they would like to see discussed. Councilor Chenault added her wishes for a happy new year. Mayor Santellana said 2016 was great and he hopes 2017 is great. He introduced Lindsay Barker as the new CVB director. He added that the strategic planning is for everyone, not just the council. - - - - - - - Item 11 – Executive Sessions City Council went into Executive Session at 8:48:54 AM in accordance with Texas Government Code §551.074 and §551.087. City Council reconvened at 10:39:58 AM. Mayor Santellana announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 12 – Appointment of City Councilor District 5 10:39:58 AM. Motion by Councilor Smith to appoint Romeo Montez III to fill the vacancy as City Councilor District 5. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, West, and Smith. Nays: None Mayor Santellana thanked all those who applied for the position. He welcomed Mr. Montez as the new councilmember. The oath of office was given to Councilor Montez.
