He mentioned a new tool that will be offered to TxDOT called Decision Lens. Decision Lens is a software tool used for identifying, prioritizing, analyzing, and measuring projects that will deliver the highest return to an organization. Mr. Beaver stated Decision Lens will change how states approach project prioritization and will help make the state more organized and transparent. He stated he is unsure when the tool will become available but will update WFMPO when training is accessible. Mr. Barnett informed the committee about the on-going work within the Texas Association of MPO's (TEMPO) to revise the Category 2 funding formula. Currently, the formula allocates 87% of all Category 2 funding to the six largest Texas MPO's, while the remaining 13% goes to the 19 medium and small Texas MPO's. There is a proposal to change this to a 90/10 split. There are ten different funding scenarios that TEMPO has considered to accomplish this goal in a fair and equitable manner for all of the state's MPO's. Each scenario applies weights to many variable such as Transportation Management Areas (TMA's), congestion costs, vehicle miles traveled (VMT's), crashes per VMT, delay costs, and population densities. The Texas Transportation Commission wants TEMPO to recommend a final funding formula for their consideration by the February 2017 commission meeting.
