Welcome & Introduction
Mr. Barnett, the TAC chairperson, called the meeting to order at 9:32 a.m. and welcomed
everyone in attendance.
IL Public Comment on Agenda and Non -Agenda Items
Mr. Barnett asked for any public comments on agenda and non -agenda items. Receiving
none, he moved on to the next agenda item.
III. Review and Approval of the July 14, 2016 Technical Advisory Committee's (TAC)
Meeting Minutes
Mr. Barnett asked for any comments or corrections to the July 14, 2016 TAC meeting
minutes. One correction was recommended to update the minutes to reflect the correct
voting member due to Mr. Ingle not being at the July 14, TAC meeting. Mr. Barnett asked
for any other comments or corrections. Receiving none, he then asked for a motion to
approve the minutes. Mr. Beauchamp made the motion to approve. Mr. Beaver seconded
the motion, which passed unanimously.
IV. Review and Comment Regarding the July 27, 2016 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the July 27, 2016 TPC meeting minutes. MPO staff
received none. The committee moved on to the next agenda item.

V. Review and Recommendation to the Policy Board to Approve the 2016-2017
WFMPO Prioritized Project List
Mr. Barnett directed the committee's attention to the enclosed handout of the 2016-2017
Prioritized Project List. He discussed how the TAC board members met on September 29,
2016 in a workshop to vet all of the projects on the proposed list. Mr. Barnett informed
the committee that WFMPO staff had applied all of their recommended changes to the list
and that it was ready for their final review. He stated that he would present the final draft
of the PPL to the Policy Board for approval at the October 26, 2016 Transportation Policy
Committee meeting. The TAC committee made the recommendation to update the cost
associated with project MO-19WF (Maplewood Extension Phase III) to reflect the new
amount, which was $1.5 million. Other recommendations included project limits and
description updates to a small number of projects and a vote to reorganize projects at
different ranks. Mr. Barnett asked for any other questions or comments regarding the
Prioritized Project List. Receiving none, he asked for a motion to forward the document,
with revisions, to the Policy Board for their approval. Mr. Rohmer made the motion to
forward the document. Mr. Beauchamp seconded the motion, which passed unanimously.
VI. Discussion of Category 2, Proposition 1, Proposition 7, and Traditional Project
Funding
Mr. Beaver stated there were no changes to Proposition 1, Proposition 7, and Traditional
Project Funding. He mentioned a new tool that will be offered to TxDOT called Decision
Lens. Decision Lens is a software tool used for identifying, prioritizing, analyzing, and
measuring projects that will deliver the highest return to an organization. Mr. Beaver
stated Decision Lens will change how states approach project prioritization and will help
make the state more organized and transparent. He stated he is unsure when the tool will
become available but will update WFMPO when training is accessible.
Mr. Barnett informed the committee about the on-going work within the Texas
Association of MPO's (TEMPO) to revise the Category 2 funding formula. Currently, the
formula allocates 87% of all Category 2 funding to the six largest Texas MPO's, while the
remaining 13% goes to the 19 medium and small Texas MPO's. There is a proposal to
change this to a 90/10 split. There are ten different funding scenarios that TEMPO has
considered to accomplish this goal in a fair and equitable manner for all of the state's
MPO's. Each scenario applies weights to many variable such as Transportation
Management Areas (TMA's), congestion costs, vehicle miles traveled (VMT's), crashes per
VMT, delay costs, and population densities. The Texas Transportation Commission wants
TEMPO to recommend a final funding formula for their consideration by the February
2017 commission meeting.
Mr. Barnett asked for any comments or questions regarding Category 2, Propositionl,
Proposition 7, and Traditional Project Funding. Receiving none, the committee moved on
to the next agenda item.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects -City and
TxDOT staff (Quarterly Review)
Mr. Powell reported that the 2016 Asphalt Street Rehab project was underway
and was 90% complete. He reported that the Wichita Bluff Hike and Bike Trail Phase

Mr. Barnett reported on the 3rd quarter expenses for the MPO. He stated that the MPIJ
had spent almost 63% of its total allocation for FY 2016. He asked for any commen
or questions on the third quarter financial report, He received none. I

Mr. Barnett took a moment to thank Mr. Beaucharrip for his service to the City
Wichita Falls for the past 33 years and to the TAC committee in particular. Pencil
the results of the November 8,2016 general election, Mr. Beauchamp will become t
new Precinct I County Commissioner. There were no other items to report. I
