Welcome & Introduction
Mayor Barham, the TPC chairperson, called the meeting to order at 8:30 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mayor Barham asked for any public comments on agenda and non -agenda items. None
was received.
III. Review and Approve Amendment to FY 2017 of the Unified Planning Work
Program: Program $40,000 of State Planning and Research (SPR) Funds into
Subtask 5.5 - Update the 2040 Socioeconomic and Demographic Data and Network
Forecast
Mayor Barham directed the Committee's attention to page 22 of the meeting packet and
asked Mr. Barnett to state the reasons for the amendment to the UPWP. Mr. Barnett
explained how WFMPO recently qualified for an award of $40,000 in State Planning and
Research (SPR) Funds. He stated that WFMPO would apply the SPR funds to Subtask 5.5
of the Unified Planning Work Program. WFMPO will use the SPR funds, along with carry
over funds from FY 2016, to hire a qualified consulting firm to help WFMPO develop its
Socioeconomic and Demographics Area Forecast Update. Mr. Barnett stated the update
would cost the MPO an estimated $125,000 to complete. The data from this study will act
as inputs in the next Travel Demand Model (TDM) update. Mr. Barnett explained how the

TDM needs updating to year 2045 so that MPO staff can develop the 2020-2045
Metropolitan Transportation Plan, which is due January 28, 2020.
Mr. Barnett asked for any comments or questions regarding the State Planning and
Research Funds. Receiving none, Mayor Barham asked for a motion to approve the
amendment. Judge Gossom made the motion to approve. Counselor Smith seconded the
motion, which passed unanimously.
