David Rohmer, TxDOT, Area Engineer Bill Frawley, TTI John Burrus, Director of AT&T Mike Beaver, TxDOT, Director of TP&D Welcome & Introduction Mayor Barham, the TPC chairperson, called the meeting to order at 8:34 a.m, and welcomed everyone in attendance. II. Public Comment on Agenda and Non -Agenda Items Mayor Barham asked for any public comments on agenda and non -agenda items. None was received. III. Review and Approve the Transportation Policy Committee's July 27, 2016 TPC Meeting Minutes Mayor Barham asked for any comments or corrections to the July 27, 2016 TPC meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Wilde made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. IV. Review and Comment Regarding the Technical Advisory Committee's October 13, 2016 Meeting Minutes - No Action Required Mayor Barham asked for any comments or questions regarding the October 13, 2016 Technical Advisory Committee meeting minutes. Mr. Barnett stated that the Technical Wichita Falls MPO TPC Meeting October 26, 2016 P aa e 11 Advisory Committee focused primarily on completing the final draft of the 2016-2017 WFMPO Prioritized Project List. After receiving no further comments, the committee moved on to the next agenda item. V. Review and Approve the 2016-2017 WFMPO Prioritized Project List Mr. Barnett directed the committee's attention to the enclosed handout of the 2016-2017 Prioritized Project List. He discussed how the TAC board members met on September 29, 2016 in a workshop to vet all of the projects on the proposed list. Mr. Barnett informed the Policy Board that WFMPO staff had applied all of the TAC committee's recommended changes to the list and the final draft was ready for approval. Mr. Tegtmeyer made the recommendation to move project SF-25TX to the bottom of the high-priority section. Mayor Barham asked for any further questions or comments regarding the Prioritized Project List. Receiving none, Mayor Barham asked for a motion to approve the WFMPO Prioritized Project list, with revisions. Counselor Smith made the motion to approve. Mr. Tegtmeyer seconded the motion, which passed unanimously. VI. Discussion of Category 2, Proposition 1, Proposition 7, and Traditional Project Funding Mr. Barnett directed the committee's attention to page 15 of the meeting packet. Mr. Barnett informed the committee about the on-going work within the Texas Association of MPO's (TEMPO) to revise the Category 2 funding formula. Currently, the formula allocates 87% of all Category 2 funding to the six largest Texas MPO's, while the remaining 13% goes to the 19 medium and small Texas MPO's. There is a proposal to change this to a 90/10 split. There are ten different funding scenarios that TEMPO has considered to accomplish this goal in a fair and equitable manner for all of the state's MPO's. Each scenario applies weights to many variable such as Transportation Management Areas (TMA's), congestion costs, vehicle miles traveled (VMT's), crashes per VMT, delay costs, and population densities. The Texas Transportation Commission wants TEMPO to recommend a final funding formula for their consideration by the February 2017 commission meeting. The Policy Board's guest, Mr. Frawley, answered several questions concerning the current funding formula, State House Bill 20, and what TEMPO will work on next in regards to creating an equitable funding formula for all of the Texas MPO's. Mayor Barham asked for any questions or comments regarding Category 2, Propositionl, Proposition 7, and Traditional Project Funding. Receiving none, the committee moved on to the next agenda item. VII. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) TxDOT: Mr. Rohmer reported that the US 287 at Huntington Road bridge replacement project was complete. SH 240 at Sinclair Road drainage ditch was under construction. FM 171 at Old Friberg Road was in the final stages of wrap-up. FM 369 at Fairway near Hughes to McNiel, a section west of the FM 369 drainage ditch, was on schedule. BU287 J, US 281 and FM 171 are various overlay projects. US 287 at IH 44 SB was progressing well. US 287 at Wellington Lane bridge replacement had been let. City: There were no projects to report. Wichita Falls MPO TPC Meeting October 26, 2016 Page 12 b. MPO Quarterly Financial Report (3rd Quarter FY 2016 — April, May, June) Mr. Barnett reported on the 3rd quarter expenses for the MPO. He stated that the MPO had spent almost 63% of its total allocation for FY 2016. He asked for any comments or questions on the third quarter financial report. He received none. Mr. Barnett informed the committee that he had applied for MPO Supplemental Planning Funds, through TxDOT and FHWA, in the amount of $28,000. He stated that he needed these funds in order to hire a qualified consultant to develop and complete the 2017 Socioeconomic and Demographic Data Update. WFMPO will use this update in the development of the 2015-2040 Travel Demand Model and the 2020-2045 Metropolitan Transportation Plan. c. Grouped TxDOT CSJ Projects Report Mr. Barnett stated there were two new grouped TxDOT CSJ projects to report. The first project is a feasibility study to widen pavement, add curb and gutter from Archer County Line to FM 369. The second project is at US 287 Rifle Range Road Bridge and approach replacement. d. Other Items Mr. Barnett took a moment to thank Mayor Barham for his service to the City of Wichita Falls and as Chairman for the TPC Policy Board in particular. The entire Policy Board thanked him as well. This was Mayor Barham's last term as Mayor for the City of Wichita Falls. VIII.
