Min 12/20/2016 CITY COUNCIL MINUTES December 20, 2016 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building December 20, 2016 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m ., with the following members present. Stephen Santellana - Mayor Jesse Brown - Councilors DeAndra Chenault - Brian Hooker - Michael Smith - Eric West - Darron Leiker - City Manager Kinley Hegglund - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Santellana called the meeting to order at 8:30 a.m. - - - - - - - - Item 2a - Invocation Vicar Jeremiah Heydt, Trinity Lutheran Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. - - - - - - - - Item 3 –Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. 8:31:01 AM Dustin Nimz, 4400 Tobago, said the social media policy of the Police Department has been really good but there is one feature that is concerning to him. He said the video series of Shoplifter Showcase and DWI showcase are disturbing to him. He said these videos are based off arrests, not convictions. He said the city could be put at risk for some of these videos and is making it difficult for some of these individuals even before they are convicted. Moved by Councilor Chenault that the Consent Agenda be approved. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Santellana, Councilors Smith, Hooker, Brown, West, and Chenault. Nays: None Item 4 - Approval of Minutes of the December 6, 2016 Regular Meeting of the Mayor and City Council Item 5 - Receive Minutes Minutes of the following committee were received: (a) Lake Wichita Revitalization Committee, October 11, 2016 - - - - - - - - Item 6a – Ordinance #54-2016 8:36:12 AM ORDINANCE NO. 54-2016 Ordinance Amending the 2015-16 Budget in Various Funds as Part of the 2015-2016 Fiscal Year End Closing Process Moved by Councilor Chenault that Ordinance No. 54-2016 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, Smith, and West. Nays: None - - - - - - - Item 6b – Ordinance #55-2016 8:46:39 AM ORDINANCE NO. 55-2016 Ordinance Amending Chapter 2 of the Code of Ordinances at Article III by Deleting CITY COUNCIL MINUTES December 20, 2016 Page 3 Division 10, Entitled Multi-Purpose Events Center Advisory Board, in Its Entirety; Reserving Division 10; Reserving Sections 2-380 – 2-389 Moved by Councilor Chenault that Ordinance No. 55-2016 be passed. Nays: None - - - - - - - Item 6c – Ordinance #56-2016 8:49:33 AM ORDINANCE NO. 56-2016 Ordinance Deleting Article III of Chapter 102 of the Code of Ordinances, Entitled Traffic Safety Commission, in Its Entirety; Reserving Article III; Reserving Sections 102-66 – 102-100 Moved by Councilor Chenault that Ordinance No. 56-2016 be passed. Nays: None - - - - - - - Item 7a – Resolution #124-2016 8:53:19 AM RESOLUTION NO. 124-2016 Resolution Approving the Programs and Expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and Amending the Budget to Include Funding Up to $309,000 for a 120-day Extension Agreement with Gatehouse Capital for Professional Services Related to Development of a Full-Service Hotel and Conference Center; and to Grant a Maximum Amount of $53,800 as Partial Funding of the City’s Falls’ Bridge and Bypass Trail Project Moved by Councilor West that Resolution No. 124-2016 be passed. Motion seconded by Councilor Hooker. Discussion was held about parking for the hotel and conference center. Questions regarding the loan payments were discussed. Mr. Dockery said it is anticipated that the revenue and operations of the hotel should pay the debt. Collin McDonald, 6805 Lebanon Road, Frisco, said the project is structured with a conservative market view and financing approach. The interest as well as the principal should be met, and an economic surplus for the 4B board should also result. Motion carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, Smith, and West Nays: None - - - - - - - Item 7b – Resolution #125-2016 9:15:40 AM RESOLUTION NO. 125-2016 Resolution Authorizing the City Manager to Execute a Task Order #4 with Carollo Engineers, Inc. for an Archeological Survey Related to the Lake Wichita 404 Permit Application to the US Army Corps of Engineers in an Amount Not to Exceed $71,575 Moved by Councilor Chenault that Resolution No. 125-2016 be passed. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, Smith, and West Nays: None - - - - - - - Item 7c – Resolution #126-2016 9:19:11 AM RESOLUTION NO. 126-2016 Resolution Approving the Transfer of Various Aged Receivable Accounts to Dormant Status as Part of the City’s Fiscal Year End Closing Process and Authorize Collection Activities Thereon Moved by Councilor Chenault that Resolution No. 126-2016 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brown, Chenault, Hooker, Smith, and West Nays: None - - - - - - - Item 8a - Staff Reports There were no staff reports. - - - - - - - - Item 8b – Items of concern to members of the City Council 9:40:25 AM Members of the City Council presented the following matters: Councilor West thanked staff for their quick responses in addressing his questions. Councilor Brown thanked Russell Schreiber for coming with him in visint with citizens who have sewer problems. The councilors wished a Merry Christmas to all.
