Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Mayor Barham called the meeting to order at 8:30 a.m.

Pastor Paul Goodrich, First United Methodist Church, gave the invocation.

Mayor Barham led the Pledge of Allegiance.

Item 3 – Ordinance #50-2016

Ordinance Amending Section 2-30 of the Code of Ordinances, Providing for
Compensation of the Mayor and City Council; Declaring an Emergency

Moved by Councilor Ingle that Ordinance No. 50-2016 be passed.
Motion seconded by Councilor Chenault and carried by the following vote:
Ayes: Mayor Barham, Councilors Quintero, Chenault, Ingle, Hooker, Smith, and Santellana

Item 4 – Ordinance #51-2016

ORDINANCE NO. 51-2016
Ordinance Canvassing the Returns of the Municipal Election Held in the City of Wichita
Falls, Texas, on November 8, 2016
Mayor Barham read the cumulative totals from the election:
Mayor: Stephen L. Santellana Total Votes: 14,056
Tim Ingle 8,981
Council District 3 Brian Hooker 4,611
Council District 4 Jesse Brown 5,347
Council District 5 Tom Quintero 2,340
Moved by Councilor Ingle that Ordinance No. 51-2016, showing that Stephen Santellana
was elected as Mayor, Brian Hooker as Councilor District 3, Jesse Brown as Council District 4,
and Tom Quintero as Councilor District 5, be passed.
Motion seconded by Councilor Santellana and carried by the following vote:
Ayes: Mayor Barham, Councilors Hooker, Quintero, Chenault, Ingle, Smith and Santellana
Nays: None

Item 5– Administration of Official Oath to Newly Elected Council

City Clerk Tracy Norr administered the Oath of Office to Mayor Stephen Santellana,
Councilor District 3 Brian Hooker, Councilor District 4 Jesse Brown, and Councilor Tom Quintero,
District 5.
Each of the newly elected officials gave comments and expressed appreciation to those who
allow them to serve. Mayor Barham presented a video message expressing his thanks to his family
and the staff. He discussed the 43 years of public service he has given to the City of Wichita Falls.
He concluded with thanks to the citizens of Wichita Falls for placing their trust in him.
Mayor Santellana added his thanks to outgoing Councilor Tim Ingle.

General Doherty from Sheppard Air Force Base presented a plaque to Mayor Barham.
