Item 1 April 8, 2008
The City Council of the City of Wichita Falls, Texas held a Special Steering Committee
meeting at the City of Wichita Falls Public Library, Second Floor, Room #205, on Tuesday,
April 8, 2008. The meeting began at 3:00 p.m. with the following members present:

Mayor called the meeting to order and welcomed everyone in attendance.
Item 2
Mayor Lyne introduced Mr. Tom Stellman and Mr. Alex Cooke, TIP Strategies, Inc., who
presented their findings/report for the Defense Diversification Plan.
Mr. Stellman provided an overview of the research and findings to date regarding the
area economy and Base related components of the economy. He commented the Plan and its
recommendations were near completion but the hardest part will begin when the report is
finalized and adopted by City Council because the implementation process will be critical to the
future direction of the City. Mr. Stellman highlighted the vision, goals and opportunities in detail
as well as recommended strategies.
Vision: A vibrant regional center attractive to talent and investment
Goals: Develop, Retain, Attract and Engage Talent
Diversify and Grow the Economic Base
Promote and Enhance Wichita Falls' Quality of Place.
Opportunities: Downtown, Talent, Business Development, Image/Marketing and Special
Areas
Mr. Cooke encouraged meeting attendees to visit the City's website
(www.cwftx.net/Departments/CommunityDevelopment/Planning/DefenseDiversificationPlan) to
obtain copies of the draft findings for the Defense Diversification Plan.
Item 3
Numerous topics and strategies for consideration were discussed, some of which were
specific catalyst projects — residential-type downtown development (Holt Hotel was a great
investment). City Hall could be another project, which would be a public investment and
commitment to the downtown area. Base Realignment and Closure (BRAC) issues,
opportunities for entrepreneurial investment, types of funding, ways to market the community
and build upon services/resources connected to MSU and Vernon College were discussed, as
well as strategies on recruitment and retention in the health care sphere and the possibility of a
Health Care Task Force Board.

Mr. Clark, Community Development Director, informed attendees that there would be
another meeting with the consultants from Freese & Nichols, Inc. on downtown development
issues, parks plan and the local update on April 22, 2008 at this same location.
City Council adjourned at 4:40 p.m.
