Item 1
The City Council of the City of Wichita Falls, Texas held a special meeting at the
Wichita Falls Public Library, Room 205, on Tuesday, April 22, 2008. The meeting
began at 3:00 p.m. with the following members present:
Lanham Lyne Mayor
Ray Gonzalez Mayor Pro Tern
Glenn Barham Councilors
Dorothy Roberts-Burns
Darron Leiker City Manager
Bill Sullivan City Attorney
Dave Clark Director of Community Development
The Mayor called the meeting to order and welcomed attendees.
Item 2
Mr. Dave Clark provided a brief review of the process regarding development of
the Defense Diversification, Downtown, and Local Update Plans. The purpose of the
meeting today was to review the final proposals of the latter two elements. He then
introduced Ms. Wendy Shabay, with Freese and Nichols, Inc. who presented their
findings.
Ms. Shabay explained their recommendations resulted from extensive interviews
with downtown tenants, owners, interested individuals, and comments received from
public meetings and web site responses. The plan considers traffic movements
emphasizing pedestrians, economic issues, aesthetics, special districts, marketing, and
the encouragement of new occupancies. Also included was the recommendation that
any future City Hall complex be located downtown.
As part of the Local Updates, north Kemp Boulevard proposals were reviewed
that include a special design district. Kell north service drive area zoning
recommendations were also analyzed and included in the report.
Ms. Shabay introduced Mr. Dennis Sims who reviewed the Park Plan and Lake
Wichita recommendations.
Item 3
Attendees responded to implementation aspects of the Downtown Plan,
expressing support, and asking questions about details. Two of the responses from Mr.
Clark covered upcoming actions to review building code requirements as they affect
older buildings and further review of the development of a Business Improvement
District (B.I.D.)
Mayor fielded additional questions and made the commitment that he and the
Council will follow up on implementation. He thanked people for their participation
during the planning process and for attending the meeting.
