Item 1
The City Council of the City of Wichita Falls, Texas met in special session on the above
date in the Council Chambers of the Memorial Auditorium Building at 1:30 o'clock p.m., with the
following members present:
Lanham Lyne - Mayor
Ray Gonzalez - Mayor Pro Tern
Glenn Barham - Councilors
Dorothy Roberts-Burns
Rick Hatcher
Charles Elmore
Darron Leiker - City Manager
Bill Sullivan - City Attorney
Lydia Ozuna - City Clerk
Michael Smith Absent
Mayor Lyne called the meeting to order.
Item 2
Mayor Lyne gave the invocation.
Item 3
Councilor Gonzalez led in the pledge of allegiance.
Item 4
Mayor Lyne and City Clerk Lydia Ozuna canvassed the results of the City Election held on
May 10, 2008.
Item 5
ORDINANCE NO. 30-2008
ORDINANCE CANVASSING THE RETURNS OF THE MUNICIPAL GENERAL
ELECTION HELD IN THE CITY OF WICHITA FALLS, TEXAS ON MAY 10, 2008;
FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS
ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY
LAW
Moved by Councilor Hatcher that Ordinance No. 30-2008 be passed with the following
results inserted in the blanks.

688 voters voted
Jim Ginnings received 385 votes
Cayce Cleary received 303 votes.
Lanham Lyne was duly and legally elected Mayor;
Rick Hatcher was duly and legally elected Councilor District 3;
Jim Ginnings was duly and legally elected Councilor District 4; and
Charles Elmore was duly and legally elected Councilor District 5.
Motion seconded by Councilor Elmore and carried by the following vote.
Ayes: Mayor Lyne, Councilors Barham, Roberts-Burns, Hatcher, Gonzalez, and Elmore
Nays: None
Item 6
City Clerk administered the oath of office to the newly elected Councilor District 4 Jim
Ginnings and re-elected Officials Mayor Lanham Lyne, Councilor District 3 Rick Hatcher, and
Councilor District 5 Charles Elmore. City Clerk presented each Official with Certificates of
Election.
Mayor recognized and welcomed Councilor District 4 Jim Ginnings.
Mayor expressed appreciation to outgoing Councilor District 4 Ray Gonzalez for his service
to the City and our community and presented him with a gift.
Mr. Gonzalez thanked the Council, the staff, and his family for all their support and help
during his tenure as Councilor District 4.
Item 7
City Council recessed to a reception honoring incoming Councilor District 4 Jim Ginnings
and outgoing Councilor District 4 Ray Gonzalez.
Item 8
City Council reconvened and adjourned at 1:45 p.m.
