Min 07/08/2008 368 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building July 08, 2008 Item 1 The City Council of the City of Wichita Falls, Texas met in special session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m., with the following members present: Charles Elmore - Mayor Pro Tern - Councilors Glenn Barham - Michael Smith - Dorothy Roberts-Burns - Rick Hatcher - Jim Ginnings - Darron Leiker - City Manager Bill Sullivan - Assistant City Attorney Jessica Wheat - Deputy City Clerk Mayor Lanham Lyne - Absent Mayor Pro Tern Elmore called the meeting to order. Councilor Ginnings gave the invocation. Councilor Roberts-Burns led in the Pledge of Allegiance. Item 2 RESOLUTION NO. 106-2008 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, ADOPTING THE MITIGATION ACTION PLAN OF THE CITY OF WICHITA FALLS; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. Moved by Councilor Hatcher that Resolution No. 106-2008 be passed. Motion seconded by Councilor Barham and carried by the following vote. Ayes: Mayor Pro Tern Elmore, Councilors Barham, Smith, Roberts-Burns, Hatcher, and Ginnings Nays: None Item 3 A work session was conducted to consider various items related to the 2008-2009 Budget. City Manager provided remarks on the budget process as well as today's process. He provided a time table on how the budget process began up to date. He noted that Mr. Jim Dockery and Mr. Matt Benoit refined the budget submissions from the various departments. Today we hope to accomplish going over the three major funds - General Fund, Sanitation, and Water & Sewer Funds. Revenues and expenditures will elicit several questions from Council. The other part of what we would like to do today is discuss the five or six items 369 Item 3 continued from the Strategic Planning meeting that Council wanted to determine if they should be placed in the budget. These items are included in the power point presentation. We will also address projects that can be funded by 4B dollars. We will be asking Council for an endorsement to make a presentation to 4B Board to fund certain projects. City Manager commented that this is not the entire budget; he will have his draft budget to Council by August 12. Then on August 19-21 we will have the formal budget hearings and you will have my budget recommendation. On September 16 we will have a regular budget adoption and there will be two public hearings between August 19 and September 16, with one special called Council meeting. We are looking for comments and guidance from Council specifically when we talk about projects without revenue. Mr. Jim Dockery's remarked that the news were not as positive this year as they have been in past years and he asked Council to keep that in mind as we talk about priorities and what is important to them in the picture of where we are in today's budget. Mr. Dockery detailed the three major funds. He began with the General Fund's estimated revenues and expenditures, the operational budget, as well as operational issues not funded. In addition, high priority projects and funding options were discussed. Mr. Matt Benoit addressed a branch library and funding options. He also addressed potential improvements financed by the 4B Sales Tax Board Mr. Dockery provided a summary of the General Fund prior to addressing the Sanitation Fund and the Water and Sewer Fund followed by a summary of each fund. Following discussions and questions, the City Manager asked that Council provide him their feelings about a tax increase or no tax increase, amount and items to fund, as well as what they want to do with the Sanitation Funds and their thoughts about the water/sewer reuse issue. He asked that they provide this information to him within the first two weeks of August either in writing or in person. City Manager will provide a draft budget with no tax increase as well as provide some options with a tax increase. Mayor Pro Tem Elmore recognized a group from the Texas Governor's Camp being held at Midwestern State University that was present at this Council meeting.
