Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with
the following members present.

Mayor Barham called the meeting to order at 8:30 a.m.

Item 2 – Invocation and Pledge of Allegiance
Reverend David Sapata, DAV TX Chapter 41, gave the invocation. The DAV also led
the Pledge of Allegiance.

Item 3a –Employee of the Month – Pam Ibarra, Community Development, Housing

Jim Dockery recognized Pam Ibarra, Housing Generalist, as the Employee of the Month.
Mayor Barham presented a plaque, a letter of appreciation, resta urant voucher, and a check to
Ms . Ibarra and thanked her for her service. Ms. Ibarra said she is proud to work for the city and
for the housing department.

Item 3b – Proclamation – Diabetes Awareness Month, Texoma Diabetes Foundation

Mayor Barham read a proclamation establishing November 2016 as Diabetes
Awareness Month in Wichita Falls. He encouraged citizens to become educated administrators
of their own health as well as to participate with the Diabetes Foundation in their local events.
The representative from the Diabetes Foundation thanked the mayor for the
proclamation and noted that diabetes is a growing concer n in Texas.

Item 3c – Proclamation – 20th Annual Wichita Adult Literacy Council Adult Spelling Bee,
Wichita Adult Literacy Council

Mayor Barham read a proclamation establishing November 4, 2016 as the 20th Annual
Wichita Adult Literacy Council Adult Spelling Bee in Wichita Falls and encouraged support of
the Wichita Adult Literacy Council.
Alys Glaze thanked everyone for their support of the Adult Literacy Council and the other
non-profit organizations in the city.

Item 3d – Update from Buxton on Retail Recruitment Services

Jim Dockery introduced representatives from Buxton for an update on their retail
recruitment and retention solution project.
Anton Long gave a background on their organization, identified target retailers, and
reported on scout and market insights. He presented demographic information on consumers,
their lifestyles and buying habits. He reviewed competition, area draw, and accessibility. He
identified information that can be given to retailers for their custom marketing. He reviewed
what they have done to date in Wichita Falls in developing the in depth analytics and pursuit
materials. He discussed retail recruitment results to date. He highlighted plans for the
upcoming years. He answered questions about locations around Sheppard AFB and
downtown. Matt Tate from Buxton added that when Buxton finds interested retailers, they
provide information about the city and let the city reach out to them.

Item 3e – Castaway Cove 2016 Season Report, Amusement Aquatic Management Group,
Inc.

Kent LeMasters of Amusement Aquatic Management Group gave an operating year -end
wrap up report on Castaway Cove. He noted factors which had a negative impact during the
season. He said new improvements were well received. He reviewed attendance and total
revenues, noting they were below projections and budget. Net cash profit was down 54 %.

Expenses also decreased. A marketing review highlighted new special events and new
promotions. He said the operations management review has several positive items, including
awards from the World Waterpark Association. Mr. LeMasters discussed potent ial areas for
improvement for next year. Jim Dockery added that the park did well during the first part of the
season, but due to weather and other conditions the last part of the season did not do well.
Mayor Barham complimented Mr. LeMasters on the job he does running the facility.

Jimmy York, 209 East Scott, spoke about keeping the rights of freedom for people to
choose smoking or non-smoking.

City Manager Darron Leiker gave a briefing on the item listed under the Consent Agenda.
Mo ved by Councilor Ingle that the consent items be approved.

Resolution Approving the Programs and Expenditures of the Wichita Falls
Economic Development Corporation (WFEDC) and Amending the Budget to
Include Up to $128,000 for Chantex Manufacturing Inc., to Purchase Equipment

Needed to Expand Operations for the Fabrication and Assembly of Highly
Pressured Vessels
Jim Dockery said the Economic Development Corporation met and recommended
approval of this expenditure for Chantex Manufacturing . He noted that Chantex Manufacturing
is building a new building, purchasing new equipment, and adding 16 additional employees to fill
a contract they have been offered. He reviewed the terms of the performance agreement.
Travis Haggard from the Chamber of Commerce said the expansion project will enable
the company to move the high pressure vessels within the new facility. Ray Roberts, a co -
owner of Chantex, said they will hire 13 welders and three helpers. It was noted the new facility
is outside the city limits. The existing facility will remain open.

Item 7a – Ordinance #43-2016

ORDINANCE NO. 43-2016
Ordinance Amending Chapter 46 of the Code of Ordinances by the Addition of
Article VII, Donation Boxes; Appendix B - Zoning; Providing a Repealer Clause;
Providing for Inclusion; Providing for Severability; and Setting an Effective Date
Moved by Councilor Santellana that Ordinance No. 43-2016 be passed.
Motion seconded by Councilor Hooker.
Missy Beats, 4609 Southwest Parkway, and Ed Trope, Lawton, both representing
Goodwill, said putting distance limits between the bins would help limit those who come into the
city. Ms. Beats said Goodwill checks its bins daily to know when they need to be emptied . She
said they also maintain the appearance of their bins.
Motion carried by the following vote:

Item 7b – Ordinance #44-2016

Ordinance Amending the Code of Ordinances, Section 94-13 Storage
of Material, Equipment, Goods, Wares or Merchandise on Streets,
Sidewalks, and Alleys; and Establishing Outdoor Display
Regulations Downtown in Appendix B - Zoning; Providing for a
Penalty, Providing for Codification; and Setting an Effective Date.
Moved by Councilor Ingle that Ordinance No.44 -2016 be passed.
Motion seconded by Councilor Smith.
Tim Cunningham, 914 Indiana, said most of the businesses shown in the presentation
are not still in business. He discussed specific items at his business and other locations in the
downtown area. He noted there are sidewalks in the downto wn area that are not five feet wide
and some of the trees downtown are causing sidewalk problems .
Councilor Ingle left the meeting.

Ordinance Making an Appropriation to the Special Revenue Fund for the
Healthiest Cities and Counties Challenge in the Amount of $10,000.00
Received from the American Public Health Association and Authorizing the
City Manager to Accept the Funding and Work on the Challenge Initiatives
Moved by Councilor Santellana that Ordinance No.45 -2016 be passed.

Item 7d – Ordinance #46-2016

ORDINANCE NO. 46-2016
Ordinance Amending Chapter 110 of the Code of Ordinances, Vehicles for
Hire, in Its Entirety
Moved by Councilor Santellana that Ordinance No. 46-2016 be passed.
Motion seconded by Councilor Hooker.
Kevin Callahan, Skylark Taxi, said he would like a minimum of a $5 ride fee for a cab
fee.
Nick Torres, FARE, said they plan to do background checks. He asked for more detail
on what will be included in th e city’s background check. John Burrus said the staff will look at
convictions and how they relate to ordinance requirements. Mr. Torres said there is a minimum
$5 minimum fare for their service.
Motion to amend was made by Councilor Hooker to amend Section 110 -86 by adding “(f)
Regardless of the fare schedule set else in this section, a minimum taxi fare per ride shall be
$5.”
Amendment seconded by Councilor Chenault.
Amendment carried by the following vote:
Ayes: Mayor Barham, Councilors Chenault, Hooker, Santellana, and Smith.
Nays: Quintero

taxis and ride share (TNC) to $50.
Amendment seconded by Councilor Quintero.
