Traffic Safety Commission Minutes - 05/01/2013.r. MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION If May 1, 2013 MEMBERS PRESENT: Mark Beauchamp Dennis Marquardt Charles Grady Laney Oliver Andy Kocher Stan Horton LT Joseph Puddu Andy Kocher EX -OFFICIO MEMBERS PRESENT: Brian Meverden (SAFB) GUESTS: MEMBERS ABSENT: Toby Catlin (Unexcused) Darrell Choate (Unexcused) Bill Horton (Excused) Tim Hertel (Excused) Carrie -Ann Taylor (Excused) Phil Golden (Excused) Raudel Gonzales (Excused) EX -OFFICIO MEMBERS ABSENT Annetta Pope- Councilor- At -Large TSGT Rosa Sorta (SAFB) Dennis Marquardt called the May 1, 2013 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved for April 2013. The financial report for May was presented by Stan Horton. Donations were recorded in the amount of $150.00 from Star Bright Cleaners and $100.00 from Optimist Club of Wichita Falls bringing the total to $871.50. (Note: No deductions have been made for the Bike Rodeo expense to date) Accident Statistics: LT. Puddu of WFPD advised the total crashes for January were 210 of which 28 were injury accidents including 0 fatalities. There have been 3 fatalities for 2013. PAGE 1 City Traffic Report Mark Beauchamp discussed the following: 1. Safe Routes will go out for bids in March 2013. 2. Taft / Southwest Parkway: Installed experimental equipment. This area has been equipped with forward looking inferred sensors. This equipment relies on heat to sense a vehicle or pedestrian which is a much more efficient and cost effective system to the citizens because it saves fuel and cuts down on car idle time. More discussion on this subject about adding in other areas of the city. 3. Systems updates on Broad and Holiday streets still underway. 4. City worked with State to install new signal devices at Martin Luther King and 7`' St. 5. Downtown LED installation project will start soon. State Traffic Report Tim Hertel gave the following report: 1. Windthorst Road bridge project has started and is moving forward and should be complete in July of this year. 2. A dynamic message sign will be placed prior to the entrance of the flyover from the north for traffic entering Wichita Falls. This job will let in the next few days. 3. Safety lighting will be installed at 287 & City View Drive. This has let and will begin soon. 4. Speed limit change on 2380 by the State Hospital could happen in the near future. This will affect 2/10 of a mile of roadway that is currently 45 mph. It will change to 50 mph. 5. Traffic count is being conducted at Jacksboro Highway and Norman. The study will reveal if a traffic control device is needed in this area. 6. Speed limit changes on 287 & 82 have changed to 75mph. As of today, Hwy 82 from Wichita Falls to Lindsay will be 75mph. Committee Reports 1. Safe Routes has been let and will start in June of this year. 2. School and classroom presentation and Bike Rodeos will also begin in May. 3. May 8th the City Mayor will officially proclaim Bike to School and Work Day. 4. Mark is going to check on Sport shirts with TSC Logo. These will be for members to wear at events. PAGE 2 Unfinished Business: On June 4`h, the Texas Tourist Bureau is having a bicycle awareness event. New Business: Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC This was discussed again. Sandy Monson expressed interest in filling this position. All members agreed this was a good idea. The item will be placed on the notice for recognition by Council. City Clerk Lydia Torres advised an ordinance will need to be written to accomplish this. She will assist after city elections. 2. The traffic Department was asked to do a study at Lake Wellington and Barnett Rd The study revealed that only six students walked to school and home for the day. This did not meet requirements for added devices. 3. The Traffic Department will be posting a sign on the bike trail where a fatality had happened recently. No signage is required but one will be placed for awareness. 4. Helmet requirements were discussed. It was agreed that the city attorney be invited to the next TCS meeting for advice on adopting ordnance relating to helmets.
