RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH URS CORPORATION TO PROVIDE
CONSTRUCTION QUALITY ASSURANCE TESTING AND RESIDENT
PROJECT REPRESENTATIVE (RPR) SERVICES IN CONJUNCTION
WITH THE TAXIWAY B PROJECT AT KICKAPOO DOWNTOWN
AIRPARK; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls has awarded a contract for the Taxiway B
project at Kickapoo Downtown Airpark; and
WHEREAS, the City of Wichita Falls desires construction Quality Assurance
Testing and Resident Project Representative (RPR) services be performed in
conjunction with the above referenced project;
WHEREAS, Federal Aviation Administration will fund 90% of cost for these
services and sufficient Kickapoo Downtown Airpark funds are available to fund the
additional 10% of the service agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1 . The City Manager is hereby authorized to execute the attached
agreement supplement with URS Corporation for construction Quality Assurance
Testing and Resident Project Representative (RPR) services in conjunction with the
Taxiway B project at Kickapoo Downtown Airpark in the amount of $67,500.00.
SECTION 2 . It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.

To confirm your authorization for additional services as they relate to our existing Agreement dated April 20 1999 URS Inc.
will furnish construction inspection and materials testing services, which are described further in the attached Exhibit A: Scope
of Services, for the following improvements at the Kickapoo Downtown Airpark:
The estimated increased cost of the additional services is $ 67 500.00 (further defined in the attached Exhibit B: Fee
Summary) bringing the total contract amount to $996.888.00 Client agrees to pay URS, Inc. as compensation for its services
on a monthly basis as invoices are submitted. Fees shall be determined on a cost- plus -fixed -fee basis with a not -to- exceed
limit (Resident Project Representative) and unit cost basis with a not -to- exceed limit (Materials Testing). Stated limits shall not
be exceeded without specific written authorization by the City of Wichita Falls.
The above services are anticipated to be performed concurrently with the Taxiway B construction project but in any case to be
complete within 12 months after receipt of this signed Authorization. All other provisions of our original Agreement dated April
20 1999 remain in effect.
If the above meets with your approval, please sign in the appropriate space on three copies of this Authorization, retain one
copy for your files, and return two copies to URS, Inc.

EXHIBIT A
SCOPE OF SERVICES
Resident Project Representative
URS, Inc. will provide a full time Resident Project Representative (RPR) to observe and report on construction
activities during the Taxiway B Construction project. The RPR's functions are as follow.
1. Observe construction activities for conformance to project specifications
2. Observe and report on Contractor progress and provide weekly reports on such
progress
3. Relay Contractor requests for information and other communications to the Engineer
4. Ensure all required testing is performed
5. Ensure that tests are performed at the proper frequencies
6. Review tests for conformance to specifications
7. Inform Contractor of deficiencies
8. Maintain a record of the quantity of materials used on the project
9. Maintain copies of test reports on file
10. Maintain a diary
11. Maintain a set of working drawings which can be used to prepare record drawings
12. Other duties as the Engineer may, from time -to- time, direct
Materials Testing
URS will also provide Materials Acceptance testing services for the project in accordance with the Project
specifications and the Materials Testing schedule attached to this proposal as Exhibit BI, Materials Testing
Schedule.
EXHIBIT B
FEE SUMMARY
Resident Project Representative
Resident Project Representative (RPR) services will be provided on a cost- plus -fixed -fee basis with a not -to-
exceed limit of $45,113.00.
RPR services have been estimated on the following basis.
65 working days
9 hours per day
Labor @ at cost of $55.43 per hour for Regular Time and $83.15 per hour for overtime =
$34,228.00
Fixed Fee =
$4,000.00
Reimbursables (Truck, Mobile phone, etc.) _
$2,785.00
Contingencies =
$4,100.00

$45,113.00
Materials Testing
Materials Testing Services shall be accomplished in accordance with the Materials Testing schedule attached to
this proposal as Exhibit B1. The total Not -to- Exceed limit for Materials Testing service including contingencies
shall be $22,360.00
