Call to Order and Introductions ■ Members ■ Staff ■ Guests Steve Garner called the meeting to order. Members, staff and guests introduced themselves. II. Approval of Minutes Penny Miller moved that the minutes of the July meeting be approved. Ford Swanson seconded. The motion passed. III. 404 Permit Steve Garner reported on a conference call held last Friday with Corolla to get a status on the permit application. The first "final draft" will be completed August 17. Corolla has been in contact with the Corps of Engineers regularly and they believe no pre -meeting is required as they are confident the permit application will meet all requirements. Davis Powell added that an internal review is underway at Corolla on the application and the city will be ready to receive the application on August 17. The city will take 2 — 3 weeks to review and return for Corolla to address those items, which will require another 2 — 3 weeks. Then the application should be ready to be sent to the Corps. Although Corolla LAKE WICHITA COMMITTEE August 9, 2016 Page 1 doesn't believe a face-to-face meeting with the Corps is required when the application is submitted, Steve Garner would like a group to go to Tulsa from the committee. The Corps has said it would then take 90 — 120 days to review and approve the application, although they do have to send the application to several agencies for review. Davis Powell stated that the task orders have been done and sent to Corolla. IV. Fundraising The TPWD grant for the $1.4M Boardwalk project has been approved. The next step is to contract an architectural engineering firm as the city does not have that expertise on staff. We will need to pay up front and get reimbursed from the grant. The project account has the funds available to start this process. The city is putting together the RFP. In July we raised $5200. In August we have deposited $22,400 There will be Ambassador training at McBride's on August 17. Steve Garner stated we need all of the committee members to sign up for the Hotter 'n Hell Expo. Tom Lang is preparing to resubmit three motorboat access grants, due October 1. Since these grants were already approved by City Council, they do not have to go back through that process. However, the recreation grant for $0.5M for the trail extension/jetty will need to be approved at City Council. The committee asked Jack Murphy to go ahead and get this on the Council agenda for the first meeting in September. Tom Lang asked that someone take the reins for the realtor fundraising. Jack Browne agreed to do this. Ten realtors are taking part by donating a portion of each closing to the project. Stewart Title is donating $20 per closing in August to the project. We expect approximately $1000 from this effort. Tom Lang stated the $1 fish are still being sold at businesses around town. Over 1000 have been sold, 400 at Comet Cleaners. Ford Swanson reported that Pint Nights are coming up on Wednesday nights at McBrides. The Falls Distributing fundraiser runs through August. Hoegger Communication representatives, Andrew Bell and Dylan Sapata, reported on the Texoma Gives campaign. A 23-ft balloon will be anchored in front of Planet Fitness 10 days prior to Texoma Gives to draw attention to the project. We have ordered 1500 dozen Krispy Creme donuts, available for preorder at $10/dozen. We will need someone to take orders and people to deliver donuts the day of the event. Brewhaha (Frank and Joe's) will sell coffee on site and donate a portion of the proceeds to the project. Livre broadcasts by local radio personalities will be going on throughout the day. Deli Planet, Red River Hot Dogs will be providing lunch and donating a portion of their proceeds as well. Andrew Bell explained The Lake Wichita Show, a 1950's style show profiling father/son activities that can be done at the lake. Committee members on social media are asked to like and share mentions of Texoma Gives for Lake Wichita. Standing Paddleboards will be opening and donating 10% of their proceeds to the Lake Wichita project. LAKE WICHITA COMMITTEE August 9, 2016 Page 2 V. O her Discussion Jack Murphy mentioned the Wild Bird Rescue project and the need to ensure their plans are complementary with the Lake Wichita project plans. Sally Gray from Wild Bird Rescue asked what size boats/motors will be allowed on Lake Wichita. Tom Lang stated that would be a City Council decision down the road. Jack Murphy discussed that the Lake Wichita project is included in the city's 5-year Capital Improvement Plan (CIP), although unfunded. VI.
