Item 1 - Call to Order
The City Council of the City of Wic hita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m ., with
the following members present.

Mayor Barham called the meeting to order at 8:30 a.m.

Pastor Cheryl Murray, Wesley United Methodist Church, gave the invocation.

Mayor Barham led the Pledge of Allegiance.

Item 3a – Proclamation – Sheppard Appreciation Day

Mayor Barham read a proclamation establishing September 17-24, 2016 as Sheppard
AF Base Appreciation Week, recognizing the 75th anniversary of Sheppard, the 50th anniversary
of the German Air Force, and the 35th anniversary of ENJJPT. He encouraged citizens to give
thanks to those at the base for their service. General Doherty said he couldn’t ask for a better
home to be stationed at and thanked the citizens of Wichita Falls on behalf of the 80th Air Wing
and the German Air Force.

Item 3b – Proclamation – Walk to End Alzheimer’s Day

Mayor Barham read a proclamation establishing September 24, 2016 as Walk to End
Alzheimer’s Day in Wic hita Falls. He encouraged citizens to join in the cause and to participate
by volunteering in the walk. Roseann Hughes said there is still time to sign up for the walk on
Saturday.

City Manager Darron Leiker gave a briefing on the item s listed under the Consent Agenda.

Item 7 – Public Hearing on the 2016-2017 Preliminary Budget
Mayor Barham opened the public hearing at 8:40:50 AM.
Jim Dockery gave an overview of the budget process. He noted this budget is a reduction of
$6.2 million over the current year budget. Operating reductions included the fuel budget, elimination
of 14 positions in the general fund, and refinancing bonds resulting in lowered debt service costs.
The budget calls for a continuation of the step and merit program for employees and a 1.5% COLA

adjustment. Employee and retiree employee health insurance was increased 7.5%. A 5.2%
increase in the retirement system is also included. The budget does maintain the same property tax
rate, same water and sewer service rates for retail customers but reduces the wholesale rates, and
an increase in sanitation fees. He noted additional adjustment to the fee ordinance will be addressed
through a separate council item.
There were no other comments given and the public hearing was closed at 8:48:26 AM.

Ordinance adopting the Annual Budget for the fiscal year beginning October 1,
2016 and ending September 30, 2017, approving revisions to the FY 2015-16
Budget, and declaring an emergency
Moved by Councilor Ingle that Ordinance No. 37-2016 be passed.
Motion seconded by Councilor Hooker carried by the following vote:

Item 8b – Ordinance #38-2016

ORDINANCE NO. 38-2016
Ordinance levying, assessing, and fixing the tax rate for the use and support of
the Wichita Falls Municipal Government and providing for the Interest and
Sinking Fund for the 2016 -17 fiscal year; and declaring an emergency
Moved by Councilor Ingle that the property tax rate be increased by the adoption of a tax
rate of $0.70598, which is effectively a 1.62 percent increase in the tax rate.
Motion seconded by Councilor Smith and carried by the following vote:

Ordinance adopting the Five Year Capital Improvement Plan for the Fiscal Year
beginning October 1, 2016 and ending September 30, 2021

Ordinance repealing Ordinance No. 43 -2015, as amended by Ordinance N o. 22-
2016, and adopting a fee schedule to be applied to City operations, providing for
severability and that such ordinance shall not be codified

Resolution authorizing award of bid for the asbestos abatement and demolition of
six residential properties in the 2200 Block of Monroe Street to Mote’s Wholesale,
Inc. in the amount of $68,950.00

Item 10b – Items of concern to members of the City Council

Members of the City Council presented the following matters:
Councilor Santellana said the budget process was long and he is glad it is done. He thanked
everyone for their work on it. He said the 75th anniversary of SAFB was fantastic and the airshow
was incredible. He said the community support makes him proud.

Councilor Hooker added his thanks on the budget.
Councilor Ingle said the air show was great. He thanked the fire department for their
coordination with the base. He added his thanks for the work on the budget.
Councilor Chenault expressed concern about the snake problems at 808 Fort Worth. She
said the street lights on MLK and Andrew Drive have not been working.
Councilor Quintero thanked the staff for the work on the budget. He said he missed the air
show at SAFB. He thanked Code Enforcement for the work they have been doing in his district.
Mayor Barham thanked Sheppard Air Force Base for the work done for the celebration. He
invited attendance at Oktoberfest.
Item 11 – Executive Session
City Council went into Executive Session at 9:42:10 AM in ac cordance with Texas
Government Code §551.074.
City Council reconvened at 10:19:28 AM.
Mayor Barham announced that no polls or votes were taken during Executive Session.

City Council adjourned at 10:19:36 AM.
