Park Board Minutes - 07/28/2016d - rA Wichita Falls Park Board Meeting July 28, 2016 W.F. Recreation Center Room 202, 600 11th Street 1:30p.m. Presiding: Stephen Garner Members Present: John Fritzsch, Sandy Fleming, Colby Huffman, Jim Heiman, Ben Filer, Penny Miller, Jim Potts, Members Absent: James Ball, Tom Lang, Sharon Roach City Council Representative: Tom Quintero Other: Jack Murphy, Staff Liaison 1. CALL TO ORDER. A. Stephen Garner called the meeting to order at 1:35 p.m. 2. MINUTES. A. The minutes of April 28, 2016 were put before the Board. Penny Miller made the motion to approve the minutes and Sandy Fleming seconded the motion. B. A motion was made by the Park Board that a letter to be presented to the Mayor and City Council in regards of keeping the Lucy Park Swimming pool open. 3. DEPARTMENTAL REPORT. A. Departmental Report discussions Presented to City Council options for reducing the budget (Parks & Recreation Division Programs included: highway mowing, summer day camps, summer track & field, tennis center consolidation, and Lucy Park Pool. City Council will discuss these options during the August 16-17 annual budget workshop. B. Circle Trail : • Continuing communication with the surety company for completion of the section in the Wichita Bluff Nature Area. • Closer to submitting the engineering plans to the TXDOT for the .66 mile section from Oncor property to under the Loop 11 bridge. • Engineering plans are nearly finished for section from Loop 11 to Lucy Park. Three properties remain to be acquired. Staff is in discussion to relocate the alignment by two properties to avoid acquisition that might require condemnation. • Advertisement for bids for the Falls Bridge Replacement and By - Pass Trail project could be in September. t • A request for 4B Sales Tax funding for the engineering for the 1.6 mile section along the BNSF Railway property is set to go to City Council August 16. If approved by the City and 4B Board, it could take six months to complete the documents. • Half mile markers on poles with trail related information below the distance number are planned on being installed along trail. C. Task Order #3 for a Lake Wichita cross section headwater study and a Lake Diversion chloride study for use of Lake Diversion as make up water were approved by City Council. These extra service were paid for by Friends of Reservoirs. D. City of Wichita Falls has executed a three month concession agreement with an individual for rental of stand-up paddle boards at the south area of Lake Wichita Park. 4. PARK IMPROVEMENT COMMITTEE. A. Lake Wichita Revitalization Committee: • Lake Wichita Project made its first 30,000 dollar month. • September 15, 2016 will be Texhoma Give Day • Kemp Street boat ramp grant notification by Texas Parks & Wildlife is likely soon. 5. ADJOURNMENT. A. Meeting was adjourned at 2:35pm p.m.. Among the items discussed was the proposal to close the Lucy Park Swimming Pool for budget cost savings. The Board voted unanimously in support to keep the pool open. The members feel the pool is important to citizens for the following reasons: *Recreation for lower income families. *Low cost swim lesson for the public.
