I. CALL TO ORDER
Katrena Mitchell, Chair, called the meeting to order.
II. REVIEW & APPROVAL OF FEBRUARY MINUTES
The minutes from the ASAC Meeting on February 12, 2016 were distributed and reviewed. Dr. Wade
made the motion to accept these minutes with a second by Ms. Davis. Motion was carried.
III. OLD BUSINESS
Councillor Smith asked Ms. Mitchell about 67 dogs out in the county and if there had been anything
else heard about them. Ms. Mitchell stated that she hadn't heard of anything at that time. Ms. Mitchell
informed the committee that the Health Fair went well, that there was approximately four hundred
people that show up for the health fair. Ms. Mitchell also state that there were a few people and their
animals that participated in the animal talent show. Ms. Mitchell informed that committee that
construction was still on going with the expansion, and that concrete was going to be pour that
following Monday, She also stated that due to the weather that had been received in the area that
construction was a little behind. Ms. Mitchell stated that they are looking for then end of July as the
completion date for the new addition.
IV. NEW BUSINESS
Ms. Mitchell asked Councillor Smith if he had new any new business, Councillor Smith was reading a
comment on a letter that was in the Sunday paper on a column written by Mrs. Pam Whitehouse
concerning an incident where Mrs. Whitehouse saw a dog attacking another lady and her dog.
Councillor Smith asked Ms. Mitchell and Ms. Davis if they had heard anything about or gotten
involved in the incident. Ms. Davis stated that someone had contacted her and wanted information but
couldn't provide names and the details she gave were vague, so she was not sure of the specifics of the
situation. Councillor Smith stated that maybe they should do with the way 911 works, so they know
who to call and have respond to a call when a vicious dog is attacking a citizen and their dog.
Councillor Smith stated that a first glance and he is only getting one side, but that there has to be a
better and smoother and quicker way for a response. Mrs. Kriedler stated that she wasn't aware of the
article but the generally the process works really well, that normally when they get an aggressive call
the Police Department dispatch will notify animal control, and after hours generally if the attack is
occurring right then the police department will go out to the call as well. Because they generally can
respond faster that animal control can. Councillor Smith stated that he was going to leave a copy with
Ms. Mitchell and Ms. Davis so they could look into the incident the best they could. Councillor Smith
informed the committee that he hadn't received any call on the incident at that time, he also stated that
the writer that wrote the letter to the editor had some good points. Councillor Smith read from the letter
some of the questions that the author wrote. Ms. Mitchell stated that animal control would look into the
situation. Mrs. Kreidler asked Ms. Mitchell to share with the committee about all of the seizures that
animal control had done. Ms. Mitchell informed the committee that they had two difference seizures
cases going on at that time. Ms. Mitchell state that one of the homes had eighteen dogs and twelve cats,
and a week later they had another seizure and that home had twenty-eight cats. Ms. Mitchell asked Ms.
Davis to inform the committee on those cases. Ms. Davis stated that the cases with the dogs was a call
that came in to animal control for Adult Protective Services because when they went to the home they
could smell the inside of the house from the outside. Ms. Davis stated that on the second seizure with
all of the cats, animal control went out on an abandonment call, which the police department called out
due on due to they were out on a welfare check due to the smell and not seeing anyone at that residents.
Ms. Davis stated that since there was not air on inside the house and the animals were overheated they
tried not to chase them or stress them, but they did lose one of the cats from heat exhaustion on the way
to the shelter. Ms. Davis stated that they have been to court for one of those cases and were awarded
those animals. Ms. Mitchell informed the committee that rescue has been set up for some of the
animals and three are going into the adoption program the rest will go into the barn cat program.
Dr. Wade asked Ms. Mitchell what all is entailed into the barn cat program. Ms. Mitchell replied that
with the barn cat program there is no fee to adopt the cats due have to be spayed or neutered,
vaccinated for rabies at the veterinarian of their choice. Mrs. Kreidler also informed the committee the
P.E.T.S. the lost cost clinic has a feral cat grant to help with some of those expenses. Councillor Smith
informed the committee that when he was on vacation that he saw an advertisement for barn cats for
industrial buildings and warehouses. Ms. Mitchell said that on of the Cross Fit companies in town has
used the barn cat program. Mrs. Kreidler replied that it is worded that way in the ordnance. Councillor
Smith asked if there was any unusual animal situations. Ms. Davis replied that there was a monkey bite
that happened at the drive thru by a capuchin monkey and the gentleman had two of them and they are
both being home quarantined. Mrs. Kreidler asked Ms. Mitchell if she had the number for the shelter.
Ms. Mitchell informed the committee that the Animal Services Center had taken in three hundred
twenty-eight animals, fifty of those were adopted, twenty-six went to the Wichita County Humane
Society, thirty-three went to rescue, fifty-two were released back to their owners and two hundred -
twenty three were euthanized that number included wildlife. Ms. Mitchell informed the committee that
June eleventh would be the community wide adoption event all of our community partners will be
participating, this year the theme is a tail gate party is a sports themed event, There will be family
events, Kona Ice will be there, Red River Hot Dog will be there, we're trying to find an old classic
truck for the event and have a food drive for the P.E.T.S. food pantry. Mrs. Kreidler asked Ms. Mitchell
if she knew the total adoption numbers. Ms. Mitchell replied that Animal Services is pushing about
seven hundred adoptions since we've started doing the adoptions two years ago. Ms. Mitchell
informed the committee that Pet Fest was May the fourteenth it's an event sponsored by the P.E.T.S.
clinic and that animal services would be participating that they would be handing out free collars and
get to talk one on one with people in a non -authoritative way. Councillor Smith asked where the vent
was being held. Ms. Mitchell replied at the Bridwell Ag Center. Ms. Mitchell informed that they are
working with a committee to bring the Falls Mutt Makeover to the Texas Oklahoma State Fair in
September, it will be a huge draw do to a lot of people go to the fair.

Ms. Mitchell advised that the next ASAC meeting is set for Friday August 12, 2016 at 12:00 p.m. Ms.
Davis made the motion to adjourn. Mrs. Herzog seconded the motion to adjourn. Motion carried and all
were in favor.
